Reform CPS Policies for Children's Well-being

The Issue

As a foster parent, I've had firsthand experience in witnessing how Child Protective Services (CPS) policies often prioritize family preservation over the best interests of the child. I’ve observed heartbreaking situations where the courts made decisions that negatively impacted the children's lives under the guise of keeping families together. The system that should be protecting our most vulnerable often ends up enforcing damaging decisions, making it clear that urgent policy changes are needed.

Currently, CPS policies are heavily skewed towards reunifying children with their biological families, even in situations where it may not be safe or beneficial for them. Statistics show that over 80% of children removed from their homes due to abuse or neglect are returned to their families. Sadly, not all of these children return to improved situations. Studies have shown an increase in instances of repeated mistreatment or neglect, underscoring the critical need for a system that evaluates each child's circumstances individually.

We need a reform that mandates a thorough and diligent examination of the child's environment before decisions about reunification are made. This means investing in more resources for case evaluations, therapy, and family assessments. Additional investment is necessary to ensure caseworkers are adequately trained and not overwhelmed with heavy caseloads. These measures can drastically improve decision-making processes, ensuring that they are truly in the best interest of the child.

The priority must be the safety, welfare, and future of the child rather than a blanket policy of family preservation. It's time for legislation that aligns with these priorities and offers a child-centered approach to welfare cases.
