This petition begins with a heart-wrenching story. A 12-year-old, Flora Martinez, was incessantly bullied in her school under the Clark County School District (CCSD) in Nevada, USA. Despite following due process and reporting her torment to the assistant principal, not only was her bully punished, but she herself faced punitive actions - suspensions that mirrored the punishment of her harasser. Her cry for help was ignored when the school denied a requested transfer. This breakdown in the system contributed to the unbearable circumstances that led to Flora taking her own life. A young life was tragically lost, with bully and bullied alike suffering educationally, mentally, and physically.
The status quo of bullying prevention in Clark County schools must change. Current policies disregard victims' emotional welfare, and in their attempts to combat bullying, inadvertently amplify the harm to the victim. According to the National Center for Education Statistics, approximately 1 in 5 students reports being bullied, which illustrates the scale and severity of this matter. Moreover, bully victims are between 2 to 9 times more likely to consider suicide than non-victims according to studies by Yale University.
We are calling for an immediate reform in the CCSD's bullying prevention policy. Specifically, we demand a recognition that punishing the victim contradicts the very purpose of anti-bullying rules. The policy should encompass an empathetic, victim-first approach: formal, thorough investigations of reported bullying incidents, corrective measures focused on rehabilitating the bully without punishing the victim, and most importantly, a clause that allows transfer requests under severe circumstances.
Let Flora's story be a turning point in our district's approach - let us ensure that justice is served by replacing punitive actions with preventive measures and a robust support system for victims. It's time for the CCSD to reform its anti-bullying policies, for Flora and all those who are - or might become - victims of bullying.
