As locals who walk along this road regularly, we know all too well the dangers that come with drivers covering this narrow stretch at overly high speeds. The blind corners further escalate the problem, making close calls with fast-moving vehicles a frighteningly common experience. 

In mornings and evenings, El Toro Rd is a busy pedestrian route, and the current speed limit simply does not reflect its confined nature and high footfall. According to a 2017 report from the National Transportation Safety Board (NTSB), reducing speed limits in high pedestrian areas can significantly decrease the occurrence and severity of crashes. 

We urge the local government to consider reducing the speed limit to a safer 15 mph. Not only does this align more accurately with the basic speed law, it respects the characteristics of the road and the safety of its users. We understand that changes to speed limits are not always popular, but we believe that in this case, the safety benefits are indisputable.
