The Issue
The blocking of roads in Louth by the inappropriate use of blue badges to override double yellow lines is at best an enormous inconvenience to travelers around town. At worst-and one day it is bound to happen if unaddressed-the consequences could foreseeably be fatal .
Some of the busiest roads in Louth are also the narrowest. Quite correctly they have double yellow lines. Also correctly, blue badge holders can choose to disregard double yellow lines where required. Unfortunately a small proportion of these holders fail in their obligation not to cause an obstruction in doing so.
Some of the queues created have gridlocked this small town for hours, but even a few moments are enough to tempt blocked drivers to mount the pavement. If emergency services being prevented from reaching their destination is not enough reason to act, then the ever increasing likelihood that a pedestrian will one day be struck must surely be.
A lack of awareness and/or a lack of care for highway code combined with a lack of enforcement means this will never change. We therefore ask that Louth Town Council as our representatives communicate with the highways department of Lincolnshire County Council to lay down double red lines along specific sections of road within the town to clearly indicate where there may be absolutely no parking at any time by any vehicle, including blue badge holders .
This simple measure will be clear to all road users, effective due to its clarity, and without question the most cost-effective means of fixing a problem that is growing in both frequency and severity.
Reasonable application of red lines will ensure that blue badge holders are not unduly affected.
