Recognize Ukrainian driving licences in Ireland

The Issue

For several years, I have been living and working in Ireland under Temporary Protection. During this time, my Ukrainian driving licence has been invaluable, allowing me to commute to work, transport my kids to school, and manage daily life efficiently. However, the inability to exchange my Ukrainian driving licence for an Irish one has created significant challenges. This situation not only affects me but thousands of Ukrainians who have sought safety and stability in Ireland.

We, the undersigned residents of Ireland, respectfully request that the Irish Government, the Department of Transport and the Road Safety Authority RSA introduce a permanent or long-term scheme allowing holders of valid Ukrainian driving licences to exchange them for Irish driving licences without the requirement to pass additional driving tests.

Since 2022, tens of thousands of Ukrainian citizens have rebuilt their lives in Ireland under Temporary Protection. Many have been living, working, paying taxes and contributing to Irish society for several years.

Access to driving is essential for employment, education, healthcare and family life, particularly in rural counties where public transport options are limited. This is especially important for workers in construction, agriculture, care services, logistics and other sectors experiencing labour shortages.

Ireland previously introduced temporary measures recognising Ukrainian driving licences and allowing exchanges. These measures demonstrated that such arrangements can be implemented safely and effectively.

In July 2026, Germany approved legislation allowing the exchange of Ukrainian driving licences without the requirement to sit theoretical and practical driving examinations. This decision reflects confidence in the standards of Ukrainian driver licensing and provides an important example within the European Union.

We therefore respectfully request that Ireland:

Introduce a permanent scheme for the exchange of Ukrainian driving licences for Irish licences.
Consider a bilateral agreement with Ukraine regarding mutual recognition of driving licences.
Ensure that Ukrainian residents who have legally lived in Ireland for an extended period are not required to repeat the full driver licensing process.
Provide clear long-term guidance for Ukrainian licence holders currently residing in Ireland.
Such a measure would support integration, employment, economic participation and road safety while reducing unnecessary administrative barriers for thousands of Ukrainian residents.

We respectfully ask the Government of Ireland and the Oireachtas to review this matter and take the necessary legislative and administrative steps to implement a fair and practical solution.
