Petition Statement:  
We, the undersigned Singapore residents and pet owners, respectfully call for the inclusion of responsible pet ownership as a Recognised category for tax relief within Singapore’s personal income tax framework.

Singapore currently provides tax reliefs for dependents such as children and elderly parents, acknowledging the financial and social responsibilities involved in caregiving. Today, pets—particularly dogs and cats—play an increasingly important role in the emotional, psychological, and social well-being of Singaporeans.

 

Why this matters:

  1. Mental Health & Emotional Support  
    Pets provide companionship and emotional stability, particularly in an urban, high-stress society like Singapore. While research findings are mixed, multiple studies show that pet ownership is associated with reduced loneliness, increased social interaction, and improved well-being in certain populations.     Additionally, human–animal interaction has been linked to stress reduction and improved mood in various contexts, though outcomes depend on individual circumstances.
  2. Physical Health & Active Lifestyle 
    Dog ownership in particular is associated with increased physical activity levels and healthier routines. (Nature)  
    Long-term studies have also observed improvements in general health indicators among new pet owners. (Sage Journals)  
  3. Social Stability & Community Impact 
    Pets encourage social interaction, community bonding, and routine—factors associated with improved societal well-being. While direct causation with crime reduction is still being studied, stronger community ties and engagement are widely recognised as stabilising social factors.
  4. Encouraging Responsible Pet Ownership & Adoption 
    A structured tax relief framework can:
    - Incentivise responsible ownership (licensing, vaccination, training)
    - Encourage adoption over breeding or impulsive purchases
    - Support animal welfare goals by reducing stray populations

Proposed Framework:

We propose a two-tier tax relief system:

- Tier 1: Pet Ownership Relief  
For licensed, vaccinated, and responsibly cared-for pets.

- Tier 2: Adoption Incentive Relief  
Higher tax relief for pets adopted from shelters or rescues.

This ensures that policy encourages both responsibility and social good.

Conclusion:  
Recognising pet ownership within the tax system is not about equating pets with children, but acknowledging the real financial responsibility and measurable societal benefits they bring.

We urge the Singapore Government to pilot or study this proposal as part of its broader efforts in mental health, ageing society support, and animal welfare.
