Colorado's Medicaid program serves hundreds of thousands of children, adults, seniors, people with disabilities, and the family caregivers who support them every day. The Colorado Medical Services Board makes decisions that directly affect healthcare, home and community based services, long term supports, and the daily lives of families across our state.

This petition was inspired by the many members of Impacted Caregivers of Colorado, a community founded by Victoria Moul, along with countless Medicaid members, people with disabilities, family caregivers, providers, and advocates throughout Colorado. Through this community, families have found support, shared knowledge, education, resources, and a place to advocate for meaningful change while ensuring the voices of those most affected by Medicaid policy are heard.

Throughout her service as Chair of the Colorado Medical Services Board, Laura Carroll earned the respect of many Coloradans by fostering an environment built on transparency, accessibility, respect, and meaningful public participation. She consistently ensured that caregivers, people with disabilities, Medicaid members, providers, and advocates had the opportunity to speak, ask questions, and be heard.

Board meetings often included families sharing deeply personal experiences about caring for medically complex loved ones, navigating Colorado's Medicaid system, and explaining how proposed policies would affect their daily lives. Laura Carroll helped create an environment where those stories were treated with professionalism, dignity, and respect. She understood that meaningful public participation strengthens good policymaking and that the voices of those directly affected deserve to be heard.

A strong Medical Services Board depends not only on policy expertise but also on leaders who value lived experience, encourage open dialogue, and build public trust through transparency and accountability. When community members are heard, policymakers gain a deeper understanding of how their decisions affect real people.

Many members of Colorado's disability, caregiver, Medicaid, and provider communities have expressed appreciation for Laura Carroll's leadership and the environment of transparency, accessibility, and public participation she fostered. Her leadership helped make Board meetings more accessible, more inclusive, and more responsive to the people they serve.

We also recognize and thank Victoria Moul and the Impacted Caregivers of Colorado community for bringing together families, caregivers, providers, advocates, and Medicaid members across our state. Through education, collaboration, and advocacy, this community has empowered countless families to become engaged in the policies that affect their lives and has helped ensure their voices are heard.

We extend our sincere gratitude to Laura Carroll for her dedicated service to the people of Colorado. Her commitment to transparency, respectful public engagement, and listening to the lived experiences of Medicaid members, caregivers, providers, and people with disabilities has left a lasting impact on many families and communities across our state. We respectfully ask Governor Jared Polis to reconsider the decision not to reappoint Laura Carroll to the Colorado Medical Services Board and to consider restoring her leadership through a future appointment. We believe Colorado benefits from leaders who value transparency, meaningful public engagement, accountability, and thoughtful consideration of those most directly affected by Medicaid policy.
