We are at the crossroad either to stone age or sapiens age, either conflict and catastrophe or cooperation and co-prosperity.

I drafted “Let Us Realize a Global Ethic and a Universal Declaration of Human Responsibilities

Call to Action” as follows:

 

Let us uphold a Global Ethic and work toward the realization of a Universal Declaration of Human Responsibilities!

Foundational Insight

As revealed by the universal law of dependent co-arising (causality), all things are interdependent and relative.
Nothing exists in isolation or as an absolute; all are interconnected and equal in dignity.

The Root of Violence

Violence—including murder and mass killing—arises from ignorance of this interdependent reality and from a failure of responsibility.

On the State

The approximately 5,000-year history from city-states to nation-states represents only a tiny fraction of human history—about one-thousandth of human existence, about one-millionth of the history of life, and only a last few seconds on the cosmic calendar. Before that, there were no states.

With the emergence of states came large-scale and systemic forms of discrimination, exploitation, and violence—including war, slavery, class divisions, and environmental destruction.
The ultimate manifestations of these crises today are dictatorship, war, and nuclear weapons.

On War

War represents the most severe breakdown of ethics and humanity.
It entails killing, exploitation, deception, and systemic violence.

No justification can legitimize killing, much less mass murder.
In an interconnected world, all citizens bear ethical responsibility for acts carried out in their name.

Reconsidering Sovereignty

In an interdependent world, neither individuals nor states are absolute.
Sovereignty should mean freedom from being dominated or violated by others, not the license to dominate or control others.

War, even when justified in the name of self-defense or national interest, involves violence, deception, killing, and exploitation.

Ethical Foundations Across Cultures

Across cultures, religious and ethical traditions have provided guiding principles—such as the Five Precepts—as foundations for human flourishing and social harmony.

In response to the threat of nuclear war, more than 7,000 religious leaders and practitioners gathered at the Parliament of the World’s Religions and issued the Declaration for a Global Ethic (1993, Chicago), which articulates five fundamental commitments for all people:

Human Responsibilities

Based on these principles, the Inter-Action Council—composed of former heads of state, religious leaders, and scholars—submitted the Universal Declaration of Human Responsibilities (1997) to the United Nations, proposing its adoption on the 50th anniversary of the Universal Declaration of Human Rights.

Such a declaration is essential, as rights alone are insufficient;
it is necessary to realize the deeper foundation of shared responsibility.

The Present Crisis

Humanity now stands closer than ever to global catastrophe, as symbolized by the Doomsday Clock at 85 seconds before midnight.

A world that asserts rights without responsibility risks its own collapse.

The Path Forward

By embracing shared responsibility, we can transcend the age of conflict and build a global ethic for the Earth era.

Such an ethic provides the foundation to prevent dictatorship, war, and nuclear destruction, and to realize equality, peace, justice, and sustainability.

Call for Action

We call upon all people to awaken and to participate in action.

Let us share this vision, gather voices, and renew our appeal to the United Nations.

Final Principle

Without shared responsibility, equality, peace, fraternity, freedom, and autonomy cannot be sustained.

Only through shared responsibility can humanity build a common future of coexistence, cooperation, and co-prosperity.

基本認識

縁起・因果の普遍法が示すように、すべては相依・相対である。
孤立や絶対は存在せず、すべては関係し合い、尊厳において平等である。

暴力の根源

殺人や大量殺戮を含む暴力は、この相互依存の現実に対する無知と責任の欠如から生じる。

国家について

都市国家から国民国家に至る5千年は人種の歴史の千分の一、生類の歴史の約百万分の一に過ぎず、宇宙カレンダーでは最後の約十秒に過ぎず、それ以前には国家はなかった。国家によって戦争・奴隷・階級・生物・環境など大量極端な差別・搾取・殺戮が始まった。その究極の危機が独裁・戦争・核兵器である。

戦争について

戦争は倫理と人間性の最も深刻な崩壊であり、殺害・搾取・欺瞞・組織的暴力を伴う。いかなる名目でも殺人まして大量殺戮を正当化することはできない。国民は戦争行為に倫理的責任を持つ。

主権の再考

相互依存の世界において、いかなる個人も国家も絶対ではなく、主権とは他者に自主自立を犯されないことであり、他者に対する自由・専権を意味しない。戦争は自衛・国益の名による武力行使・戦争は欺瞞・暴力による殺害・搾取などである。

普遍倫理の基盤

各文化において、宗教的・倫理的伝統は五戒などの道徳原理を通して、
人間の繁栄と社会的調和の基盤を示してきた。核戦争の危機から世界中の宗教者七千余が集まった世界宗教会議はこれらを基に地球倫理宣言を発出した。それは誰でも守るべき五項目をあげている:

The doomsday clock is at its worst state yet, 90 seconds to doomsday, due to the worsening of the global situation, especially the war and nuclear threat.

This is due to human karma, especially its triple poisons of desire, divisiveness, and delusion.

If we still these, and especially if we observe the five precepts of no killing, etc., we can prevent doomsday.

No killing, stealing, lying, and sexual misconduct, the first four of the five precepts, are the essential items to live as friends together in the related/relative dharma (truth/ethic) world, and they’re required in the Declaration of a Global Ethic.

At the 50th anniversary of the Universal Declaration of Human Rights, it was requested that the U.N. adopt and publish

The Universal Declaration of Human Responsibilities, based on the Global Ethic, as its counterpart.

The assertion of rights only would lead to doomsday, but if we observe the Global Ethic/Human Responsibilities together, doomsday can be avoided.

“A friend in need is a friend indeed” is to observe them together now. Let us observe the Global Ethic, strive for awakening, take action for the Universal Declarations of Human Responsibilities to be issued and observed together, and make them become known and realized!  

Note 1. The four items of the five precepts are requested as the four inalienable directives to be observed by all in the Global Ethic. The fifth was added in 2018 C.E.

   1.    Commitment to the culture of non-violence and respect for life
   2.     Commitment to the culture of solidarity and a just economic order
   3.     Commitment to the culture of tolerance and truthful living
   4.     Commitment to the culture of equality and partnership between men and women
   5.     Commitment to the culture of global sustainability and caring    

2.   The Declaration of a Global Ethic was employed and issued by the Parliament of the World’s Religions, a gathering of more than seven thousand people in Chicago in 1993, when movements to avoid the danger of nuclear war throughout the world were forming.  

3.    The Universal Declaration of Human Responsibilities, based on the Declaration of a Global Ethic, was proposed and presented to the U.N. by the Interaction Council of former state heads and religious representatives.  

4.     As Gandhi said, “The Ganges of rights issues from the Himalaya of responsibilities.” The order and welfare, and peace and prosperity of the related and relative world in interdependent co-origination, require that responsibilities be observed first, and that rights be allowed within their limits.

5.      The Global Ethic lists the following fundamental principles:
   1.  There is no new world order without the global ethic.
   2.  The fundamental requirement: All humans must be treated as humans.
   3.  There are four inalienable directives.

6.     Religion (from Latin religare: to reunite) is reunion with the holy (wholly wholesome, as Rudolf Otto defined religion) and its ideal figure is Friend (Mitra, Mithra, Mazda, Maitreya, Lile, 弥勒, Messiah, et al). These are considered to be future saviors, but everyone can and must aspire to be such a friend, as simply waiting for a future other would make it impossible to realize an ideal society/world.

7.      War includes all evils, like killing, stealing, lying, raping, etc., but if the Global Ethic is observed, war can’t happen. Wars in which these crimes are committed are prohibited in all countries, but they are done to other countries and people based on a blind belief in nationalism. Selfishness thinking, considering only the self and the country of the self, and not thinking of others and others’ countries, is short-sighted and biased, ignoring the globe, ecosystem, etc., and can’t be allowed in the age of the information revolution, democratization, and globalization. これは人間業、特に貪瞋痴三毒によっています。それを制止すること、特に不殺など五戒を守れば終末を防げます。

4.「権利のガンジス川は責任のヒマラヤ山に淵源する」とガンジーが言ったように、因縁生起・相依相対の世界の秩序安寧・平和繁栄は五戒のような責任を先ず守ることが先決で、権利はその範囲内で行使されなければなりません。

註1.五戒の最初の四項目は地球倫理宣言では以下の取り消し不能の四教令として皆が守るよう要請されています。第五項目が2018年に加えられました:       1.非暴力と生命の尊重の文化への献身
   2.連帯と公正な経済秩序の文化への献身
   3.寛容と真実の生活の文化への献身
   4.男女の平等な権利とパートナーシップ(共同精神)の文化への献身
   5.地球の維持可能性と世話の文化への献身  

2.地球倫理宣言は核戦争の危機回避の運動が世界中に広まった1993年シカゴで第二回の世界宗教会議で七千人以上が集まり採択発布されました。  

3.世界人間責任宣言は地球倫理宣言に基づいて元国家元首や宗教代表者たちのインターアクション・カウンシルにより国連に提出され、発布するよう要請されました。  

4.「権利のガンジス川は責任のヒマラヤ山に淵源する」とガンジーが言ったように、因縁生起・相依相対の世界の秩序安寧・平和繁栄は五戒のような責任を先ず守ることが先決で、権利はその範囲内で行使されなければなりません。

5.地球倫理宣言では以下の根本的原理を掲げています:      
   1.地球倫理なくければ新世界秩序はない。      
   2.根本的要請:すべての人間は人間として扱われなければならない。             3.四つの取り消し不能の教令  

6.宗教 (religion) は「聖 (holy: wholly wholesome: 全体健全, Rudolf Otto の宗教の定義) への帰一(ラテン語religareにreligionは由来)ですがその理想像は友(Mitra, Mithra, Mazda, Maitreya, Mile, 弥勒, Messiahなど)です。これは未来の救世主とされていますが、各自の可能性であり、未来の他者を待つだけでは何時までも理想社会は実現不可能でしょう(参照:依自不依他、依法不依他)。

7. 戦争は殺生、偸盗、虚偽、凌辱など一切の悪を含みますが、不殺生など地球倫理を守れば戦争は起こり得ません。国内では禁止されるこれらの罪悪を他国人に対して為す戦争は国庫主義という妄信に基づいています。我や我国だけを考え、他や他国を考えない自己中心は地球・生態などを無視した短見・偏見であり、情報化・民主化・地球化の時代には許されません。(参照:E.カッシラー「国家の神話」)
