  • 10583 includes the Village of Scarsdale (population of about 18,000) AND more than 20,000 people from 5+ distinct and independent municipalities. 
    • These other municipalities are commonly known as the “PO areas” and include: 1) City of New Rochelle, 2) City of Yonkers, 3) Edgemont in Town of Greenburgh, 4) Town of Eastchester, 5) Town of Mamaroneck, and 6) Village of Ardsley

  • It is well known that residents throughout the entire 10583 zip code use “Scarsdale, NY 10583” as the mailing address, as Scarsdale, NY is the default Post Office City for 10583, as designated by the U.S. Postal Service (USPS).
    • More than 50% of this zip code—more than 20,000 people—are located outside the Village of Scarsdale's boundaries and do not pay any taxes to the Village of Scarsdale or to the Scarsdale Public School District.
    • Similarly, more than 50% of the 10583 zip code are located outside the Scarsdale Public School District and are located in other public school districts (e.g., New Rochelle, Yonkers, Edgemont, Eastchester, Ardsley, etc.).

The Problem

  • This “shared” zip code leads to tremendous confusion and may contribute to other unnecessary problems.
  • The status quo causes significant confusion for many homebuyers. For example, try searching for a home in “Scarsdale, NY” on popular real estate websites like Zillow.com or Realtor.com—you’ll see that a Scarsdale, NY address often does not reflect the home’s actual municipality when you do further research. Why should buyers have to dig through the fine print or click multiple times just to determine the school district or the true city or town of the property?
  • Many smaller municipalities—relative to Scarsdale Village in terms of land area and/or population—have a single, unique zip code that closely aligns with their municipal boundaries. 
  • The current zip code structure offers no clear benefit to the Village of Scarsdale or its residents; instead, it appears to primarily benefit the surrounding PO areas, whose residents may enjoy both tangible and intangible advantages from having a “Scarsdale, NY” address.
  • Other towns without a unique zip code have reported other issues that could potentially impact Scarsdale as well, though further research would be needed to confirm. These other potential issues may include:

A Potentially Simple and Cost-Free Solution for Village of Scarsdale to Realign the 10583 Zip Code.

  • If Scarsdale is added to Bill H.R. 3095 and it eventually passes through Congress, this legislation potentially presents an effective, cost-free opportunity for the Village of Scarsdale to realign the 10583 zip code with its actual municipal boundaries, which are substantially similar to those of the Scarsdale Public School District.

  • It is well known that residents throughout the entire 10583 zip code use “Scarsdale, NY 10583” as the mailing address, as Scarsdale, NY is the default Post Office City for 10583, as designated by the U.S. Postal Service (USPS).
    • More than 50% of this zip code—more than 20,000 people—are located outside the Village of Scarsdale's boundaries and do not pay any taxes to the Village of Scarsdale or to the Scarsdale Public School District.
    • Similarly, more than 50% of the 10583 zip code are located outside the Scarsdale Public School District and are located in other public school districts (e.g., New Rochelle, Yonkers, Edgemont, Eastchester, Ardsley, etc.).

The Problem

  • This “shared” zip code leads to tremendous confusion and may contribute to other unnecessary problems.
  • The status quo causes significant confusion for many homebuyers. For example, try searching for a home in “Scarsdale, NY” on popular real estate websites like Zillow.com or Realtor.com—you’ll see that a Scarsdale, NY address often does not reflect the home’s actual municipality when you do further research. Why should buyers have to dig through the fine print or click multiple times just to determine the school district or the true city or town of the property?
  • Many smaller municipalities—relative to Scarsdale Village in terms of land area and/or population—have a single, unique zip code that closely aligns with their municipal boundaries. 
  • The current zip code structure offers no clear benefit to the Village of Scarsdale or its residents; instead, it appears to primarily benefit the surrounding PO areas, whose residents may enjoy both tangible and intangible advantages from having a “Scarsdale, NY” address.
  • Other towns without a unique zip code have reported other issues that could potentially impact Scarsdale as well, though further research would be needed to confirm. These other potential issues may include:
    • Higher insurance rates, as insurance companies may assess risk and rates based on the entire zip code.
    • Longer-than-necessary transit times for local deliveries—including Amazon, UPS, and FedEx—due to address confusion.
    • Possible dilution of community identity, making it harder to preserve a Town’s distinct character.

Rare Opportunity through Congressional Zip Code Bill - Bill H.R. 3095 (reintroduction of prior Bill H.R. 8753)

  • 10583 can potentially be realigned to match the Village of Scarsdale’s municipal boundaries—at no cost to the Village of Scarsdale or its residents.
  • Introduced in 2024 in the U.S. House of Representatives, Bill H.R. 8753 aimed to require the USPS to “designate a single, unique ZIP Code” for more than 50 specific towns and communities across the nation.
  • The U.S. House of Representatives unanimously passed the Bill in 2024, but it was not approved by the U.S. Senate before the end of the 118th Congress.
  • Bill H.R. 3095 is a reintroduction of this effort in the current 119th Congress.
    • Bill H.R. 3095  passed the House Oversight Committee as of May 21, 2025.
    • This Bill aims to require the USPS to “designate a single, unique ZIP Code” for more than 70 specific towns and communities across the nation.
  • Given that prior Bill H.R. 8753 previously received strong bipartisan support, we may have a limited window of opportunity to mobilize support for Scarsdale's addition to the list of communities in current Bill H.R. 3095, as Congress could take action on this matter in the near future.
  • The Village of Scarsdale can potentially be added to this Bill.

A Potentially Simple and Cost-Free Solution for Village of Scarsdale to Realign the 10583 Zip Code.

  • If Scarsdale is added to Bill H.R. 3095 and it eventually passes through Congress, this legislation potentially presents an effective, cost-free opportunity for the Village of Scarsdale to realign the 10583 zip code with its actual municipal boundaries, which are substantially similar to those of the Scarsdale Public School District. 
  • Assigning the 10583 zip code solely to the Village of Scarsdale would effectively eliminate the ongoing confusion caused by its current use across more than five distinct municipalities.
    • Each municipality operates independently, with its own jurisdiction, local government, and municipal services (e.g., emergency response, police department, sanitation).
  • The surrounding PO areas currently using the 10583 zip code would presumably be reassigned to existing zip codes specific to their respective municipalities, although the final determination would be made by the USPS. For instance, New Rochelle, Yonkers, Greenburgh, Ardsley, Eastchester, etc. all have local zip codes already in place. A Google search shows that New Rochelle, for example, is served by at least 4 different zip codes.
  • This is a rare opportunity, as Congressional intervention in zip code matters is extremely rare, and USPS petitions for zip code changes are seldom approved, according to numerous publicly available sources.
    • The Village of Scarsdale can be potentially added to Congressional Bill H.R. 3095, which aims to help more than 70 specific towns and communities across the nation, including several in New York.

In light of strong community interest and in the best interests of Scarsdale Village, we, the undersigned, respectfully request that:

1. The Mayor, Trustees of the Village of Scarsdale and/other elected officials pursue the appropriate channels to advocate for Scarsdale Village’s inclusion in the list of communities covered by Bill H.R. 3095 or other similar Congressional Legislation; and

2. In the unlikely event that Bill H.R. 3095 or similar Congressional Legislation is not a feasible path for the Village of Scarsdale, we kindly ask that The Mayor and Trustees of the Village of Scarsdale explore alternative solutions that would enable the Village of Scarsdale to have a unique, dedicated ZIP code not shared with other municipalities.
