Read More, Unlock More: A Call for Stronger Action to End Reading Illiteracy

What is the Problem? 🤔

Reading illiteracy remains a serious issue in the Philippines. Many Filipino students, especially in elementary and early high school levels, struggle to read and understand simple texts at their grade level. Some learners can recognize words but cannot fully understand what they are reading. This affects their performance not only in English and Filipino, but in all subjects that require comprehension.

Limited access to books, lack of reading support at home, overcrowded classrooms, and insufficient learning resources contribute to this growing problem. As a result, thousands of students fall behind every year.

Why is this Important? ☝🏼

Reading is the foundation of all learning. If a child cannot read well, they cannot fully understand lessons in Science, Math, Araling Panlipunan, and other subjects. This leads to low academic performance, loss of confidence, and higher chances of dropping out of school.

Beyond academics, reading literacy is essential for real-life skills — understanding instructions, applying for jobs, accessing information, and making informed decisions. If we ignore this problem, we risk raising a generation that struggles to compete in higher education and future employment.

Who is Affected? 😓

The most affected are elementary and high school students who are unable to read at their expected level. Teachers are also impacted as they face challenges teaching lessons to learners with weak reading foundations. Parents feel the burden as they worry about their children’s progress, while communities experience widening education gaps. Ultimately, the whole nation is affected, since literacy levels influence workforce readiness, productivity, and national growth.

TAKE ACTION ‼️

We call on the Department of Education, local government units, and school leaders to prioritize strong and consistent reading programs in schools. This includes providing more books and learning materials, training teachers in effective reading instruction, conducting early assessments to identify struggling readers, and creating community-based reading initiatives that involve parents and volunteers. Immediate and sustained action is necessary to ensure that every Filipino child gains the essential skill of reading and the opportunity to succeed.
