Subject: Urgent personal intervention required in FIR No. 33/2026, Nandipet Police Station – Alleged gang-rape and murder of Smt. Rekha Wagmare, a Scheduled Caste (Mala) woman – Direct alteration of FIR, immediate arrest of the accused, and impartial investigation.
Respected Sir,
We, the undersigned concerned citizens and members of civil society, draw your urgent attention to the brutal alleged gang-rape and murder of Smt. Rekha Wagmare, a migrant woman belonging to the Scheduled Caste (Mala) community. She was found dead under highly suspicious circumstances on 13-02-2026 in Donkeshwar Village, Nandipet Mandal, Nizamabad District, Telangana.
Despite clear allegations by the victim’s family, the Nandipet Police have registered FIR No. 33/2026 only under Section 108 of the Bharatiya Nyaya Sanhita (BNS) – Abetment of Suicide against her husband, Shri Devidas Wagmare. This is a clear case of deliberate inaction, evidence tampering, and shielding of influential accused persons.
Key Facts of the Case (as per family statements):
Smt. Rekha Wagmare and her husband were working as agricultural labourers on the land of Barla Narsing Reddy (landlord) since 2021.
On 13-02-2026 (Friday afternoon), the landlord intentionally sent the husband away to another farm for work, and the couple’s two minor children were at school.
Barla Narsing Reddy and his associate Vittal Empalwad allegedly entered the house, sexually assaulted Rekha, and murdered her when she resisted.
The family’s brother-in-law, Mr S. Sanjeev, and other relatives have given detailed statements naming the perpetrators.
Serious Allegations of Police Collusion and Misconduct:
Local police personnel (Constables Shabir and Vijay) allegedly colluded with a local influential person (Bharat Reddy) and hurriedly removed the body from the crime scene before a formal inspection by the Sub-Inspector.
The victim’s family, being non-native migrants from Maharashtra and unfamiliar with Telugu, allege that the police recorded a fabricated statement to protect the accused.
Despite multiple complaints, the police have refused to alter the FIR to include charges of gang-rape, murder under the BNS, and relevant sections of the SC/ST (Prevention of Atrocities) Act.
This is not just a failure of law enforcement – it is a gross violation of human rights, especially against a vulnerable Scheduled Caste migrant woman and her two minor children.
We Demand Immediate Action:
a) Direct the immediate alteration of FIR No. 33/2026 to include appropriate sections for gang-rape and murder under the Bharatiya Nyaya Sanhita (BNS) and the SC/ST (Prevention of Atrocities) Act.
b) Order the immediate arrest of the primary accused – Barla Narsing Reddy and Vittal Empalwad.
c) Transfer the investigation to a Special Investigation Team (SIT) or a senior officer outside the local police station to ensure impartiality, given the alleged bias and evidence tampering.
d) Initiate disciplinary and criminal proceedings against the erring police officials (including Constables Shabir and Vijay) for destruction of evidence and shielding the perpetrators.
e) Provide protection, financial assistance, and regular updates to the victim’s family and her two minor children.
The soul of Rekha Wagmare and the future of her two innocent children cry out for justice. We cannot allow caste-based atrocities and police apathy to go unchecked.
We request your personal intervention and a time-bound report on the actions taken within 7 days.
