Sawaal hai, Sawaal hai! Jawaab do, Jawaab do!!

We have so many questions yet no where to look for answers. We have fought long battles for transparency, but even when we have proof of corruption and inefficiency, we are still unable to secure accountability from appointed and elected public officials.

Across the nation, citizen groups have been demanding accountability. However, even though a Grievance Redress law was brought to Parliament in 2015, and a Whistleblower Protection Act was passed the same year, neither of these provisions have been operationalized by the Central Government.

A Rajasthan state-wide network CSO's and citizen groups working towards securing the rights of citizens - the 'Suchna Evum Rozgar ka Adhikar Abhiyan' (S.R. Abhiyan) - demands passage of a State Social Accountability Act/ Jawaabdehi Kanoon by the Rajasthan State Assembly. Passage of this law was a promise in the ruling party's election manifesto and an announcement in the budget speech by the Chief minister Shri Ashok Gehlot.

The draft bill is already in place. A yatra all over the 33 districts of Rajasthan begins soon (20th December'21 - 2nd February'22) to demand the passage of the act. We need your support. सवाल है, सवाल है! जवाब दो, जवाब दो !!

हमारे पास बहुत सारे प्रश्न हैं, फिर भी उत्तर खोजने के लिए कोई जगह नहीं है। हमने पारदर्शिता के लिए लंबी लड़ाई लड़ी है, लेकिन जब हमारे पास भ्रष्टाचार और अक्षमता का सबूत है, तब भी हम नियुक्त और निर्वाचित सरकारी अधिकारियों से जवाबदेही हासिल करने में असमर्थ हैं।

देश भर में, नागरिक समूह जवाबदेही की मांग कर रहे हैं। हालाँकि, भले ही 2015 में एक शिकायत निवारण कानून संसद में लाया गया था, और उसी वर्ष एक व्हिसलब्लोअर संरक्षण अधिनियम पारित किया गया था, लेकिन इनमें से कोई भी प्रावधान केंद्र सरकार द्वारा लागू नहीं किया गया है।

एक राजस्थान राज्यव्यापी नेटवर्क सीएसओ और नागरिकों के अधिकारों को सुरक्षित करने की दिशा में काम कर रहे नागरिक समूह - 'सुचना एवम रोजगार का अधिकार अभियान' (एसआर अभियान) - राजस्थान राज्य विधानसभा द्वारा एक राज्य सामाजिक जवाबदेही अधिनियम / जवाबदेही कानून पारित करने की मांग करता है। इस कानून का पारित होना सत्तारूढ़ दल के चुनावी घोषणा पत्र में एक वादा था और मुख्यमंत्री श्री अशोक गहलोत द्वारा बजट भाषण में एक घोषणा थी।

बिल का ड्राफ्ट पहले से ही मौजूद है। अधिनियम को पारित करने की मांग के लिए राजस्थान के सभी 33 जिलों में एक यात्रा जल्द ही (20 दिसंबर'21 - 2 फरवरी'22) शुरू होगी। हमें आपका समर्थन चाहिए। हमारे साथ इस जन आंदोलन का हिस्सा बनें, और राजस्थान राज्य में और राष्ट्रीय स्तर पर संघर्ष को तब तक जारी रखने की योजना बनाएं जब तक कि भारत में नागरिक सभी सरकारी अधिकारियों की जवाबदेही सुरक्षित नहीं कर लेते।
