Quick updates to everyone that have signed the petition. I had made two calls to the local council this week (Monday and Wednesday) to further raise the noise issue.
Last evening (Tuesday), the noise was at a high level from 8:30-11:00pm, with loud jeering and karaoke. The business operate past their trading hour at 10pm; and the owner/manager/staffs were aware of neighbours looking at it but he did not take any further actions.
The local council is fully aware of it due to multiple complaints that they received. They are planning to put sound meters to record the noise level and will keep you all posted on this. I believe the noise will escalate further on Thursday-Saturday (weekend). All the monitoring and recordings will be good evidence to put forward in the case.
Also, I have spoken to the Liquor license department and at this stage they can't do much until a formal letter/write-in is put forward. Currently, the business is operate as a restaurant but they are doing BYO with a proper liquor license. With the restaurant's license, their primarily business should be offering food and alcohol should be secondary; and they will need a chef, menu in order to act. If any case if they breach of the situation, we can put forward a Section 117 Act for complaint:

At this stage, I believe the noise may varies after the council has spoken to the owner. Let monitor and inform the council (Department of Community Health) on the updates accordingly and keep the community/area in a liveable environment. Thank you all.
