I am a devoted religious Asian woman living in Fremont, California. I am writing this petition to ask for your support to fight the systemic racism against Asian homeowners, harassment, abuse of power, bullying culture, religious discrimination and double-standard enforcement within the Code Enforcement Department. (CED). 

My horrible experience started with an unlawful entry by the CED Manager, who entered my property without my knowledge or consent to try to conduct an inspection. After being questioned, he gave me his business card with a J.D. title. Thereafter, I went to the City to complain about his unlawful entry to the Chief Building Official where I ran into the CED manager again. He commented and laughed about my appearance in front of another staff member, saying “You looked prettier without a hat”, referring to the hat that I was wearing during his unlawful entry. Feeling uncomfortable, I have since requested in writing to not interact with him directly. But the City has ignored my requests.

Later, when I complained to the Chief Building Official, it was revealed that the CED manager was not a J.D. Subsequently, I do not know why the J.D title got removed from his business card. Then, online records of his name containing the J.D. titles were scrubbed. This confrontation triggered the CED’s relentless and systemic retaliation against me.

After that, the Chief Building Official said that it was urgent to inspect the property. So I invited him for inspection. However, he declined my offer. Despite my full cooperation, he and the CED Manager secretly chose an inspection time after knowing the days I would have been away from home and then showed up at my door with police officers, officials, and a locksmith.

About 3 months later, in an 11-person meeting with the CED, another inspection was scheduled at 9 am a day before a 2-day trip of mine. Later, this 9 am appointment was cancelled by CED in an email, saying that the 9 pm inspection was not possible. Telling the judge that I scheduled a 9 pm appointment on purpose to avoid inspection, the CED obtained an inspection warrant. Once again, they showed up during the time I was supposed to be on the trip. With the inspection warrant, they wanted to use force to break into my property without anyone home, even though I have been fully cooperative with the inspection and appointments.

During this inspection, they refused to show their warrant as required by law. Even after this inspection, the City Attorney still refused to provide me with a copy of their inspection warrant. In a copy of the application for inspection warrant that I later obtained from the court, it was revealed that the falsified/defamation information was used.

During another meeting with the Community Development Deputy Director and the CED manager, they both verbally insulted and made fun of my faith. And they even said that they could make my life miserable by making the cost of permits prohibitively expensive. I later confronted him about his offensive comments about my religion via email to which I got neither a response nor apology. 

They ordered me to demolish a Hindu God's Shrine(gazebo) as “hazard to use”, even though a small, inhabitable structure does not require a permit. They issued permits to another family on the same street for a 2-car garage along the same creek. There is even another garage next to the same creek in my neighborhood that was built without any permit. This was reported multiple times by the neighbors, but the CED has NOT done anything while at the same time, heavily scrutinizing my Hindu God's Shrine(gazebo).

As I am writing this, I am in fear for my safety and worried about yet another wave of coordinated retaliations from CED.
