There are tons of Snapdragon S3 powered devices stuck on ICS 4.0.3-4.0.4 and, some of them, at JB 4.1.1. If Samsung can update old Exynos drivers to make them compatible with 4.2.2, also ST-Ericsson for their NovaThor line - why Qualcomm won't make it? Because they want you to buy a new phone every year or two.
There's lots of us who don't want to buy the phone every year, sign a new contracts, or simply - we don't have money. Well, this is capitalism obviously - no need for further explaining.
The point is: Snapdragon S3 has more than enough power to run 4.2.2 and newly even more optimized 4.3 Android. If some home-schooled developer can make it run - why proper developers paid by Qualcomm won't succeed at it? MSM8260 devices were publicly released in 2011, it's not even that old.
Sign it and share it even if you don't have Snapdragon S3 devices - because your chipset maker can also suddenly decide to drop support for your device.
