PETITION FOR PROPOSED CONSTITUTIONAL AMENDMENT


To the General Assembly of the Commonwealth of Kentucky and the Citizens Thereof:


We, the undersigned registered voters of the Commonwealth of Kentucky, respectfully petition the General Assembly to place a proposed constitutional amendment on the ballot, allowing the citizens of Kentucky to vote on the issue of cannabis decriminalization.


Statement of Purpose


The purpose of this petition is to amend the Constitution of the Commonwealth of Kentucky to decriminalize the personal use and cultivation of cannabis for adults and to establish a framework for such decriminalization, ensuring that Kentuckians are afforded the right to vote on this critical policy change.


Proposed Constitutional Amendment


The following language is proposed as an amendment to the Constitution of the Commonwealth of Kentucky:


Section 1. Personal Use and Possession Decriminalized.

Notwithstanding any law to the contrary, any person twenty-one (21) years of age or older shall be permitted to possess up to one (1) ounce of cannabis for personal use.


Section 2. Home Cultivation Permitted.

Any person twenty-one (21) years of age or older shall be permitted to cultivate up to five (5) cannabis plants for personal use at their private residence.


Section 3. Legislative Mandate.

The General Assembly shall enact laws necessary to implement and enforce the provisions of this amendment, including but not limited to establishing clear guidelines for the measurement of possession and cultivation limits and addressing any remaining legal conflicts, consistent with the spirit and intent of this decriminalization.


Section 4. Submission to Voters.

The General Assembly shall submit this proposed amendment to the qualified voters of the Commonwealth for their approval or rejection at the next regular general session. 

 

Note: Kentucky is a Non-ballot initiative state, so this petition is for Kentucky Cannabis Freedom Coalition information to show the amount of support here in Kentucky.
