The Issue
In our rapidly evolving digital landscape, privacy has become an increasingly rare commodity. As citizens, we find ourselves constantly monitored, and it is imperative that the state and city governments strike a balance between safety and privacy. This petition calls for a substantial tightening of the regulations governing the use of flock cameras in our communities.
Flock cameras are automatic license plate readers (ALPRs) marketed as tools to solve crime and ensure safety. However, the exponential growth of their deployment is alarming. According to a report by the Electronic Frontier Foundation, cities across the country, including ours, have seen a proliferation of these surveillance devices with little to no public input or oversight. In many cases, the public isn't even aware they're under constant watch. These devices grant unprecedented access to private travel data.
The potential for misuse is significant. Without stringent regulation and accountability, these cameras can become tools for unwarranted surveillance, invasion of privacy, and even discriminatory policing. They can track the comings and goings of citizens for purposes far beyond crime prevention.
This petition proposes the following guidelines for city government:
- Pause further expansion pending public review.
- Require City Council approval for the purchase, renewal, expansion, or significant
change in automated license plate reader technology. - Limit authorized uses to prevent misuse.
- Require case documentation.
- Minimize data retention.
- Restrict data sharing.
- Require human verification.
- Publish transparency reports.
- Conduct public audits.
- Evaluate effectiveness and equity.
- Establish consequences for misuse.
- Create a regional community advisory group.
