SUBJECT: PETITION CALLING FOR THE IMMEDIATE REMOVAL OF THE OTI REGIONAL MINISTER, THE MUNICIPAL CHIEF EXECUTIVE OF NKWANTA SOUTH MUNICIPALITY, THE OTI REGIONAL POLICE COMMANDER, AND THE DISTRICT AND DIVISIONAL POLICE COMMANDERS OVER THEIR HANDLING OF THE NKWANTA CONFLICT

 

Your Excellency,

 

We, the undersigned citizens, from all spheres of our beloved land: Nkwanta South Municipality and the Oti Region, respectfully petition your high office for the immediate removal of the following public officials:

 

• The Oti Regional Minister
• The Municipal Chief Executive (MCE) for Nkwanta South Municipality
• The Oti Regional Police Commander
• The District Police Commander, Nkwanta South
• The Divisional Police Commander, Nkwanta South

 

This petition is necessitated by the continued deterioration of peace and security in Nkwanta South Municipality, the growing loss of public confidence in state institutions, and widespread concerns regarding the handling of the prolonged conflict within the municipality.

For several years, residents of Nkwanta South have endured recurring violence, killings, destruction of homes and businesses, displacement of families, fear, insecurity, and increasing ethnic tensions. Unfortunately, despite the presence of state authorities and security agencies, the conflict continues to escalate with devastating consequences for innocent civilians.

Numerous concerns have been raised by residents, traditional authorities, youth associations, women groups, and affected community members regarding:


• alleged bias and selective enforcement of the law,
• unequal treatment of affected groups,
• failure to adequately protect civilians and property,
• failure to prevent recurring violence and reprisals,
• inadequate response to attacks and intimidation,
• and growing perceptions of discrimination and loss of neutrality by some state actors.

 

Additionally, disturbing allegations regarding the mistreatment and abuse of civilians, including women, during security operations in parts of the municipality have further deepened public concern and outrage.

The continued silence, inaction, and ineffective response of the above-mentioned officials have resulted in a severe erosion of public trust and confidence in the leadership and security administration of the municipality and the region.

Many citizens no longer believe that the current regional, municipal, and police leadership can impartially and effectively manage the conflict, protect all communities fairly, or restore lasting peace within the municipality.

Your Excellency, leadership carries both responsibility and accountability. Where public confidence has collapsed and peace continues to deteriorate under the supervision of public officials, decisive administrative action becomes necessary in the interest of justice, stability, and national unity.

We therefore respectfully call on your office to:

Immediately remove the Oti Regional Minister from office.
Immediately remove the Municipal Chief Executive (MCE) of Nkwanta South Municipality from office.
Immediately reassign or remove the Oti Regional Police Commander, the District Police Commander, and the Divisional Police Commander overseeing operations within Nkwanta South Municipality.
Institute an independent investigation into allegations relating to bias, negligence, selective law enforcement, abuse of authority, and failures in conflict management connected to the ongoing conflict.
Reconstitute the regional and municipal security leadership structures with competent, neutral, and professional officers capable of restoring public confidence and ensuring fairness to all affected communities.
Establish a credible and inclusive peace and reconciliation process involving all ethnic groups, traditional leaders, youth groups, women groups, religious leaders, and civil society organizations.
Ensure accountability for all acts of violence, intimidation, destruction of property, and alleged human rights abuses committed by any persons or groups during the conflict.
Your Excellency, this petition is submitted peacefully and lawfully in the supreme interest of justice, accountability, reconciliation, and lasting peace in Nkwanta South Municipality and the Oti Region.

We firmly reject violence, tribal hatred, reprisals, political manipulation, and all forms of incitement. Our only desire is to see peace restored, justice upheld, and public confidence rebuilt through impartial leadership and responsible governance.

The people of Nkwanta South deserve safety, fairness, dignity, equal protection under the law, and leadership they can trust.

We therefore respectfully urge your office to act swiftly and decisively in the interest of peace, national security, and the unity of Ghana.
