New York State Parole Officers
24 May 2025

Dear Commissioner Martuscello III,

As you may already know, Parole Officers are the only peace officers at the NYS Department of Corrections and Community Supervision (DOCCS) without a 25 year pension plan.

This disparity is unfair to the hardworking Parole Officers who risk their lives everyday to keep New York safe. In addition to supervising parolees in the community, Parole Officers’ duties have expanded to help secure correctional facilities across New York State as a result of the 22-day Correctional Officer strike.

Due to the strike, Parole Officers worked inside correctional facilities, provided prisoner transports, and covered prisoner hospital duty. Furthermore, some Parole Officers were on call 24/7 to help secure DOCCS correctional facilities. Now, Parole Officers are supervising inmates in the community due to DOCCS’ staffing crisis.

Parole Officers are seeking pension parity with Correction Officers. Since the Public Employees Federation (PEF) has not advocated for pension parity legislation for Parole Officers, we’re taking matters into our own hands and requesting your support to make this a reality.

To ensure that you receive our letter, we’re asking our petition supporters to email you this update at Daniel.Martuscello@DOCCS.NY.GOV.

We’re also asking our supporters to email this update to PEF President Wayne Spence at Wspence@PEF.org and PEF Legislative Director Patrick Lyons at Plyons@PEF.org.

Thank you in advance for your anticipated support.

In solidarity,

New York State Parole Officers
