Dear Supporters,

Sadly, on March 25, 2024, law enforcement officials confirmed that ex-parolee Guy Rivera shot and killed NYPD Officer Jonathan Diller during a traffic stop in Queens, NY.

Rivera was last released from a New York State prison in 2021 after serving five years behind bars for Criminal Possession of a Controlled Substance. Unfortunately, Rivera was released early from parole supervision due to earned time credits also known as 30 for 30, courtesy of “Less is More” parole reform.

Since the implementation of “Less is More” on March 1, 2022, over 20,000 parolees have been released early via earned time credits. As we mentioned in a prior petition update in March 2023, earned time credits should not be provided to parolees as there are mechanisms in place for early discharge like merit termination release.

In contrast, the Public Employees Federation (PEF) supports earned time credits for parolees who adhere to a parole plan. Since “Less is More” was co-authored by convicted murderer Derek Singletary, we believe that this misguided law should be repealed.

Also, due to PEF’s partial support of “Less is More”, we strongly believe that the union no longer represents the interests of Parole Officers. That’s why we are seeking to change unions and join the New York State Correctional Officers & Police Benevolent Association (NYSCOPBA).

In closing, we send our deepest condolences to the family and friends of Police Officer Diller.  R.I.P. brother!

In solidarity,

New York State Parole Officers
