It is important for these Agencies and Departments to take the lead on this because it starts with them. It is also their job to show tact in stressful situations and make sound decisions in the face of danger. The misuse of power and force is staggering and sad at the same time. I do believe it is only a small percentage making really horrible decisions and that the rest of these upstanding Officers and Sheriffs are not to blame.
