Give Gracemere to Mount Morgan Residents Water for their rates please Mayor Tony Williams
The issue
High density populations within Gracemere to Mount Morgan still go without access to Water in 2022 and this goes against some basic human rights and this petition is calling for Rockhampton City Council to provide water to the affected densely populated areas.
Rockhampton’s long term councillors and now current Mayor Tony Williams, Neil Fisher, Cherie Rutherford, Donna Kirkland, Ellen Smith, Shane Latcham and Drew Wickerson are, here with this petition, being asked to step up and provide water access to the majority of Rate payers who are working families with children located on the flood free plateau of Gracemere to the Mount Morgan township and associated foothill communities. Barry O’Rourke as the current Labour representative and a go to at higher levels of government is included in this call to action for water as needed to ensure this petition is heard and effective action is taken on behalf of ratepayers also. Widespread and ongoing residential development of housing areas span an extended suburban area of Rockhampton from Gracemere, Kabra to Bouldercombe on up to the pretty and week- end destination township of Mount Morgan.
All have dutifully employed afore mentioned council and seat members of the RCC and electorate to provide basic human services via $millions paid and collected in Rates each year.
Third World Country conditions of ground water samples full of ecoli and health compromising bacteria prevail and are now found in depleted water tables of the above mentioned petitioned areas. A shocking and very real health concern for these statistically noted, key voting areas, housing typically young children of young working families. It’s Not Good.
All are entitled to receive basic human amenities such as clean Water for life as already paid for in RCC Rates and as is required by the World Health Organisation (WHO).

With flood free accommodation and housing and land development shortages in the Rockhampton city itself, the useful proximity to the Stanwell power station, the western mines and resource sector, the world class Industrial facilities within Gracemere’s Industrial Area (GIA), and the service centres of education and hospitals within Rockhampton, for Gracemere and the above petitioned areas to Mount Morgan are Why they are promoted and developed as extended suburbs of Rockhampton.
However most of these regions despite being densely populated and notably with statistically young families, still have no access to clean water and the amenities it brings, for the enormous rate monies paid to the RCC each year.
It certainly is treatment that does not encourage any family to want to stay and thrive or believe in any potential future prospects for advancement of business or lifestyle ventures within these western suburbs and regions moving forward.
Statistics giving numbers for the fast growth population of all Northern and Southern cities on the Queensland coast is simply not the comparable experience for the Rockhampton electorate. Its ratepayers statistically are not expanding or thriving at all as the population numbers stagnate.
With yet another boardwalk development for the Rockhampton city river front, another hot kid's playground being built for Rockhampton city and countless new concrete additions for Rockhampton city, many Rate paying residents in the extended and massive western suburban electorate of Rockhampton City Council (RCC) who are paying their 'Full' Rates to ‘the city’ still go to bed at night with no fresh or clean running water because they are forced outside of the actual ‘city’!
It makes no sense in these modern industrial residential hubs situated on one of Australia’s biggest water catchments areas in a rich resource area, yet it is true.
The plateau of Gracemere to Mount Morgan is flood free and utilised by many young families with children due to those housing and accommodation shortages within Rockhampton’s flood plain located city, as mentioned.
These flood free communities with their untapped potential lifestyles will quite literally continue to buckle and flounder as many are not given the ability to plan a future in the region, that basic human right of fresh water for the rates they pay, gives.
Residents currently and quite rightly know our long term members of council are not serving these local suburbs and communities well at all it would seem. Especially given the large electorate Rate $$ and resources, and the length of time the councillors have actually been in office to deliver these necessary requirements for life, water!
With the combined length of service time of the current long term councillors one must ask why this is the case? Where is the money going and why is Rockhampton city the only beneficiary of that one basic human right of access to Clean Water and not it’s wider majority of voters? Specifically in the highly populated and future necessary housing and development areas?
More and more families will flee to week-ends or lives at the beach or elsewhere where water appears plentiful and there are Greener pastures (pun intended). Landscape beautification and liveability for communities via growing trees to breathe fresh air and prevent desertification and arguably one of the world's biggest killers, ‘heat stress’. Ensures many residents rightly up and move once work contracts are done never to return. Without water, community growth cannot ever occur.
Historic over clearing and overstocking of what is now considered prime housing development areas has ultimately created unfiltered, salty and polluted fast diminishing bore and ground table water reserves. This leaves many residents from Gracemere to the Mount Morgan Range sick or quite simply dry. No wet season yet again, as at April 2022. Weather forecasters fail and reported rainfall on media outlets is not the truth of the situation for this hard working pocket of thousands of families caught high and dry from Gracemere to Mount Morgan. The Pun sadly is true.
Senior councillors in office at the RCC have been there for decades, alone, or combined, and certainly long enough to know the areas in question and ‘Action’ the supply of Water to these working families with so many children and our future in them.
It is time for these caretakers and decision makers to use their local knowledge and fix the situation immediately, and once and for all as a health and safety requirement for rates collected and paid. Clean water is required for life. A population will not only thrive and grow but with adequate water, by default the RCC will benefit with more $ rates from this large electorate. Yes money councillors.
So please show your support for these densely populated yet dry communities living in a water catchment, and help them get access to clean drinking water from their taps.
Below are points and thoughts for discussion and to be considered for Town Water Allocation and Provision to All of Gracemere residents through the foothill communities to the Historic and pretty Mount Morgan.
* Gracemere can only be classed as a suburb of Rockhampton not a stand alone town one could rightly argue due to no highschool and dozens of children forced to stand on buses for a daily commute to Rockhampton schools. No town or adequate water supply in much of the populated extended Gracemere areas, No accessible or open police station, No mayor or community centre that looks out for this large yet young community. RCC are indeed responsible for providing Water as a basic human right.
* The secret is potentially out as to why many mining families currently and wisely choose not to live in these regions due to gross mismanagement of basic amenities, like Water not being made readily available for growing families.
* Gracemere is a main mining and young family hub according to statistics and still does not have basic Water access in many of its streeted areas, yet residents pay full rates to RCC.
* Families use contaminated ground water to try and create a welcoming garden scape for young children to play and grow in or tackle the current world at large environmental problem of over clearing. Planting trees back again in what is Australia's 2nd largest water catchment area requires Water and could be made readily available beside encouragement for the task! A healthy environment makes for healthy minded children and families ie; communities.
* To have no water at all with so many children in these outlying suburban areas and expecting all to thrive and enjoy a future of hope and partaking in healing the planet, is not only sure to address surging youth crime and delinquency, but give hope and prospects for all living in the region. A fundamental lift as life does not exist without that most basic building block of Water.
* It is well into the 21st century and the RCC continuously ignore the health and growth of its’ main supporting outlying mining home suburbs. RCC could simply not have the skills or knowledge to address the Water problem and thus should step aside and allow others to take the initiative and reins if this is the case. Refusing to address the concerns and rate payer pleas and begin Action is inhumane when it comes to water and it being readily available to drink.
* Mount Morgan as a beautiful town ship for weekend excursions and again an extended suburb that caters to home shortages for mining and long term families should without a doubt have the most basic of necessities for life, be it ‘Water’ on tap.
* Without the ability for small cropping or land care and restoration projects to be undertaken making for even more pleasant liveability and potential incomes for the region and future residents, The question is how does RCC expect or envision the region will move forward as a community worth being a part of or living in long term?
* RCC would indeed collect more $$ rates and see less families moving away if they provide the required access to fresh clean potable water to All of Gracemere Residents and their surrounding close neighbours of the pretty and Historic town of Mount Morgan and included flood free foothill suburbs too such as Bouldercombe through to Kabra.
* With Gracemere an extension of Rockhampton, that in decades past was overcleared leading to current salt and bore water problems, and also often overstocked creating much desertification now prevalent has given rise to the current poor water quality predicament below ground, for those who were lucky enough to have bore water.
No vegetation widely evident ensures no micro climates of fresh air, healthy soils, clean water filtration, rain creation and most important heat and evaporation control. The lack of adequate surface vegetation and resulting poor soil health adversely affects underground water quality of bores and prevents the replenishing of underground water sources. Water below ground is either disappearing or fast approaching what has already resulted in bio health hazards unable to be safely extracted and/ or used without immediate vegetation growth and soil remediation in place. Yet these practices need water or moisture to often begin these restorative processes. It is a vicious and relentless cycle that will continue and get worse without concentrated revegetation intervention and water.
