The Issue
Dear State and federal law makers,
My name is Michael L. Rivera II, and I’m writing as both a citizen and a non paid family caregiver. I’m 48 years old and have spent years balancing work with the full-time responsibility of caring for my elderly parents. Every time they’re hospitalized or need extra help, I lose work hours — and sometimes my job entirely. I’m not alone. Across this country, millions of working-class Americans are in the same situation: trying to care for their family while struggling to make ends meet.

We shouldn’t have to choose between our survival and our family’s wellbeing. We should all be able to thrive, not just survive.
I’m urging you to support or introduce legislation that:
1.Establishes paid family caregiver leave for all workers, not just parents of newborns.
2.Expands job protections to part-time, hourly, and contract workers who don’t qualify under current FMLA rules.
3. Creates caregiver wage or Social Security credits so time spent caring for family counts toward retirement.
4.Supports community-based programs that connect caregivers with flexible work opportunities.
These reforms would not only help families like mine — they would strengthen our workforce, improve public health outcomes, and restore dignity to millions of Americans doing the hardest and most important work there is: caring for others.

Many people aged 18 to 65 are unable to access necessary medical and financial assistance, leaving them unable to support themselves or their families. It's imperative that we establish a system that helps these individuals get back on their feet, while also contributing positively to the community. We propose a community-based support program where eligible individuals can receive assistance while participating in meaningful community projects.
This initiative would provide an opportunity for individuals to engage in work that is not degrading, but rather enriching and beneficial to both themselves and the community. Whether it's working in community gardens, assisting in local libraries, or helping with public events, this program ensures a win-win situation: those in need get support and our community thrives with their contributions.
According to the U.S. Census Bureau, 11.2% of Des Moines' population lives in poverty, with many unable to access the support they need. By implementing a structured program that provides both aid and empowerment, we can significantly improve the quality of life for many residents.
We urge community leaders and legislators to consider this proposal seriously and take action to implement community-based programs that provide substantial yet dignified opportunities for our community members in need. Please join us in advocating for a society that uplifts its residents and fortifies its foundations.
