Solicitud de revisión técnica y cumplimiento normativo en el proyecto fotovoltaico “Manganefer I y II”, ubicado en el entorno del Parque Natural de Calblanque

Vecinos y visitantes del Parque Natural de Calblanque hemos sido testigos de lo que parecen ser irregularidades serias relacionadas con el proyecto fotovoltaico “Manganefer I y II”. Este proyecto amenaza uno de los espacios naturales más emblemáticos del litoral mediterráneo, conocido por su biodiversidad única, sus paisajes excepcionales y su delicado equilibrio ecológico.

El Parque Natural de Calblanque no es solo un refugio para fauna y flora autóctona; es también un lugar de paz, identidad y conexión con la naturaleza para miles de personas. Su silencio, su belleza y su autenticidad representan un patrimonio natural irremplazable. Sin embargo, la ejecución de este proyecto en zonas próximas a Las Barracas, Los Belones y La Manga Club podría estar generando impactos significativos no contemplados, vulnerando potencialmente normativas ambientales autonómicas, estatales y europeas.

Los posibles efectos adversos son graves y, en muchos casos, irreversibles. La instalación de infraestructuras fotovoltaicas de gran escala implica transformaciones intensas del paisaje, fragmentación de hábitats, alteración de procesos ecológicos esenciales, incremento de la erosión, contaminación acústica y pérdida del valor natural y estético que hace de Calblanque un lugar único. La transición energética es necesaria, pero jamás debe justificarse a costa de sacrificar espacios protegidos y ecosistemas frágiles.

A estas preocupaciones se suman las posibles irregularidades técnicas detectadas:

1. Incumplimiento de las distancias de protección establecidas en la Declaración de Impacto Ambiental (DIA)
   Hay indicios de movimientos de tierra y maquinaria operando a menos de los 100 metros mínimos exigidos desde el límite del Parque Natural.
   
   
2. Intervenciones en ramblas, cauces y zonas de escorrentía
   Se han observado actuaciones en áreas que podrían corresponder a sistemas naturales de drenaje, los cuales están protegidos y requieren autorizaciones específicas. La alteración de estos cauces puede afectar a la estabilidad del terreno y a la dinámica hídrica del entorno.
3. Posible afectación a flora protegida, especialmente Chamaerops humilis
   La desaparición de ejemplares de palmito en zonas que debían preservarse, según el inventario ambiental previo, es un indicio de posible eliminación no autorizada de flora protegida.
   
   Ante la posibilidad de estar ante infracciones ambientales graves, es imperativo suspender temporalmente el proyecto hasta que se realice una evaluación exhaustiva e independiente del cumplimiento normativo y de los impactos reales sobre el entorno.

1. Ayuntamiento de Cartagena
– Alcaldía
– Concejalía de Urbanismo y Medio Ambiente
Competentes en inspección de obras, disciplina urbanística y protección del entorno natural. Pueden ordenar la paralización cautelar si existen indicios de irregularidades.

2. Dirección General del Medio Natural – Región de Murcia
Responsable de la conservación del Parque Natural de Calblanque y del seguimiento del cumplimiento de la Declaración de Impacto Ambiental.

3. Confederación Hidrográfica del Segura (CHS)
Encargada de proteger cauces, ramblas y dominio público hidráulico. Debe autorizar cualquier actividad que afecte a zonas de escorrentía.

 
Solicitamos:
 - La apertura inmediata de una inspección técnica municipal y autonómica.
- La verificación documental y sobre el terreno del cumplimiento íntegro de la DIA.
- La revisión de todas las autorizaciones hidráulicas relacionadas con el proyecto.
- La evaluación del estado actual de la flora protegida.
- La paralización cautelar de las obras hasta asegurar el cumplimiento normativo.
 
Calblanque no puede esperar.
Si no actuamos ahora, lo que se pierda será para siempre. La energía solar es necesaria, pero no a costa de destruir los últimos espacios naturales vírgenes que aún conservamos. La protección ambiental no es un obstáculo al progreso: es una condición indispensable para un futuro sostenible y digno.

Request for Technical Review and Regulatory Compliance Regarding the “Manganefer I and II” Photovoltaic Project Near the Calblanque Natural Park

Residents and visitors of the Calblanque Natural Park have witnessed what appear to be serious irregularities related to the “Manganefer I and II” photovoltaic project. This project poses a threat to one of the most emblematic natural areas of the Mediterranean coastline, renowned for its unique biodiversity, exceptional landscapes, and delicate ecological balance.

The Calblanque Natural Park serves as a refuge for native flora and fauna and constitutes an area of high environmental value, as well as a place of recreation for thousands of people. However, the execution of this project in areas close to Las Barracas, Los Belones, and La Manga Club may be generating significant, unassessed impacts that potentially violate regional, national, and EU environmental regulations.

These adverse effects could be severe and irreversible. The installation of large-scale photovoltaic infrastructure entails drastic landscape transformations, habitat fragmentation, alteration of essential ecological processes, increased erosion, noise pollution, and a reduction in scenic value. If these impacts have not been properly evaluated, or if the required protective measures are not being followed, the ecological integrity of the park is at serious risk.

In addition to these concerns, several technical irregularities have been detected, including:

Non-compliance with the protection distances established in the Environmental Impact Statement (EIS)
There are indications that machinery and earthworks are being carried out at distances below the minimum 100 meters required from the boundary of the Natural Park, in direct contradiction to the EIS.

Interventions in ravines, watercourses, and natural drainage areas
Activities have been observed in areas that may correspond to natural channels or drainage systems. These zones are protected under hydrological regulations, and any intervention requires specific authorizations and prior impact studies on the hydro-geomorphological network.

Possible impact on protected species, especially Chamaerops humilis
The disappearance of palmetto specimens in areas where their preservation was mandatory, according to the prior environmental inventory, indicates a possible unauthorized removal of protected flora.

Given the possibility of serious environmental violations, it is imperative to temporarily halt the project until a thorough and independent evaluation of regulatory compliance and actual on-site impacts is conducted.

We therefore request:

-The immediate initiation of a municipal and regional technical inspection.
Documented and on-site verification of full compliance with the EIS and the approved project.
-Review of the necessary hydrological authorisations and proper protection of ravines and watercourses.
-Assessment of the current status of protected flora and the conservation measures being implemented.
-Precautionary suspension of the works if any non-compliance is confirmed.

We urge local and regional authorities, as well as environmental organisations, to intervene urgently to preserve this unique natural heritage. The energy transition cannot proceed at the expense of destroying the most valuable ecosystems of the Region of Murcia.
