The Issue

Freddie the beagle isn’t just a cute face—he’s a trained federal worker, keeping our borders and airports safe by detecting illegal food and agricultural products that could devastate U.S. ecosystems.

But when a traveler accused Freddie of being “too aggressive” while sniffing a bag, he was pulled from duty. It took a national outcry to bring him back. That shouldn’t have to happen.

Our hardworking detection dogs deserve better. They are trained professionals, not public attractions. They face crowded terminals, unpredictable passengers, and stressful conditions—all while doing essential work. These dogs need clear protections on the job, just like human officers.

We’re calling on the Department of Homeland Security and Congress to:

  • Establish stronger legal protections for federal working dogs in airports and ports of entry
  • Require that allegations against them be reviewed by qualified animal behavior experts before any removal or suspension
  • Impose serious penalties on individuals who intentionally interfere with, harass, or harm working dogs on duty

Freddie was lucky to have public support. But the next working dog might not be. Let’s make sure every federal K-9 is treated with the respect and protection they’ve earned.
