The Vjosa–Narta region is one of the most important coastal ecosystems in Europe.

It includes lagoons, wetlands and habitats of exceptional ecological value. The area is home to flamingos, pelicans, migratory birds and hundreds of other protected species.

By Decision of the Council of Ministers No. 680, dated 22 October 2004, Vjosa–Narta was officially designated as a Protected Landscape due to its outstanding natural values, biodiversity and ecological importance.

In 2017, Albania adopted Law No. 81/2017 on Protected Areas, further strengthening the legal protection of these areas and prioritizing the conservation of biodiversity, natural habitats and protected landscapes.

In 2024, the Albanian Parliament adopted Law No. 21/2024, amending Law No. 81/2017 and introducing new possibilities for tourism-related developments and accommodation facilities within certain categories of protected areas.

Following these legislative changes, major tourism projects were announced for the Vjosa–Narta region and surrounding areas.

These developments have raised serious concerns among environmental organizations, scientists, biodiversity experts and citizens in Albania and across Europe.

This petition is about protecting one of Europe’s most valuable coastal ecosystems and ensuring full transparency in decision-making processes that may affect its future.

The central question is:

If this area was designated as protected in 2004 because of its environmental significance, and if its protection was strengthened by law in 2017, what scientific, ecological or technical evidence supports the legal changes adopted in 2024 and the developments now planned within this region?

We call for:

• The suspension of construction activities in ecologically sensitive areas of the Vjosa–Narta region until independent environmental assessments have been completed.

• Full public transparency regarding all development plans, permits, environmental studies and agreements related to these projects.

• Publication of the scientific, ecological and technical studies that supported the legislative changes adopted in 2024.

• Independent international environmental impact assessments conducted in accordance with European standards.

• Protection of migratory bird habitats, wetlands, lagoons and the biodiversity of the Vjosa–Narta ecosystem.

• Respect for European environmental protection principles and international conservation commitments.

• Meaningful public consultation involving local communities, scientists and environmental organizations.

Economic development is important.

Tourism is important.

However, decisions affecting protected areas must be based on transparency, science and the long-term public interest.

We call upon the Government of Albania, European institutions and the international community to ensure that any development in the Vjosa–Narta region fully respects the highest standards of environmental protection and biodiversity conservation.

🇦🇱 Peticion drejtuar Qeverisë së Shqipërisë, Komisionit Europian, Parlamentit Europian dhe organizatave ndërkombëtare mjedisore

Rajoni i Vjosa–Nartës është një nga ekosistemet bregdetare më të rëndësishme në Europë.

Ai përfshin laguna, ligatina dhe habitate me rëndësi të jashtëzakonshme për biodiversitetin. Zona është strehë për flamingot, pelikanët, shpendët migratorë dhe qindra specie të tjera të mbrojtura.

Me Vendimin e Këshillit të Ministrave Nr. 680, datë 22.10.2004, Vjosa–Narta u shpall zyrtarisht “Peizazh Ujor/Tokësor i Mbrojtur” për shkak të vlerave të saj natyrore, ekologjike dhe biodiversitetit të lartë.

Në vitin 2017, me Ligjin Nr. 81/2017 “Për Zonat e Mbrojtura”, Shqipëria forcoi më tej mbrojtjen ligjore të këtyre zonave, duke vendosur si objektiv ruajtjen e habitateve natyrore, biodiversitetit dhe peizazheve me rëndësi kombëtare.

Në vitin 2024, Kuvendi i Shqipërisë miratoi Ligjin Nr. 21/2024, i cili ndryshoi Ligjin Nr. 81/2017 dhe krijoi mundësi të reja për zhvillime turistike dhe struktura akomoduese në kategori të caktuara të zonave të mbrojtura.

Pas këtyre ndryshimeve ligjore u shpallën projekte të rëndësishme turistike për rajonin e Vjosa–Nartës dhe zonat përreth.

Kjo ka ngritur shqetësime serioze tek organizatat mjedisore, shkencëtarët, ekspertët e biodiversitetit dhe qytetarët në Shqipëri dhe në Europë.

Ky peticion nuk është kundër asnjë investitori apo projekti të veçantë.

Ky peticion ka të bëjë me mbrojtjen e një prej ekosistemeve më të rëndësishme bregdetare në Europë dhe me nevojën për transparencë të plotë në vendimmarrje.

Pyetja kryesore është:

Nëse kjo zonë është shpallur e mbrojtur në vitin 2004 për shkak të vlerave të saj natyrore dhe në vitin 2017 mbrojtja e saj është forcuar me ligj, cilat janë argumentet shkencore, ekologjike dhe teknike që mbështesin ndryshimet ligjore të vitit 2024 dhe zhvillimet e planifikuara në këtë rajon?

Ne kërkojmë:

• Pezullimin e aktiviteteve ndërtimore në zonat ekologjikisht të ndjeshme të rajonit Vjosa–Nartë derisa të përfundojnë vlerësimet e pavarura mjedisore.

• Transparencë të plotë publike për të gjitha planet e zhvillimit, lejet, studimet mjedisore dhe marrëveshjet që lidhen me këto projekte.

• Publikimin e studimeve shkencore, ekologjike dhe teknike që kanë mbështetur ndryshimet ligjore të vitit 2024.

• Vlerësime të pavarura ndërkombëtare të ndikimit në mjedis sipas standardeve europiane.

• Mbrojtjen e habitateve të shpendëve migratorë, lagunave, ligatinave dhe biodiversitetit të ekosistemit Vjosa–Nartë.

• Respektimin e parimeve europiane të mbrojtjes së mjedisit dhe të angazhimeve ndërkombëtare për ruajtjen e natyrës.

• Konsultim publik kuptimplotë me komunitetet lokale, shkencëtarët dhe organizatat mjedisore.

Zhvillimi ekonomik është i rëndësishëm.

Turizmi është i rëndësishëm.

Por vendimet që prekin zona të mbrojtura duhet të mbështeten në transparencë, shkencë dhe interes publik afatgjatë.

Ne i bëjmë thirrje Qeverisë së Shqipërisë, institucioneve europiane dhe komunitetit ndërkombëtar të sigurojnë që çdo zhvillim në rajonin e Vjosa–Nartës të respektojë standardet më të larta të mbrojtjes së mjedisit dhe të ruajtjes së biodiversitetit.
