The Issue
Stop the Amkor Semiconductor Packaging Plant in Vistancia, Peoria, AZ
To: Peoria City Council, Mayor Jason Beck, and the Arizona Department of Environmental Quality (ADEQ):
We, the undersigned residents of Peoria and the surrounding communities, strongly oppose the construction and expansion of Amkor Technology’s semiconductor packaging and testing facility in Vistancia. This project is a bad deal for Peoria residents, prioritizing industrial expansion over public resources, environmental health, and long-term community prosperity.
Why Is Amkor So Determined to Build in Vistancia?
- Discounted Water Usage – Amkor will be allowed to use up to 2,000,000 gallons of water per day at a discounted rate, despite ongoing concerns about Arizona’s water supply.
- Discounted Water Contamination Cleanup – If contamination occurs, will Peoria taxpayers be responsible for the cleanup costs? What assurances are in place to prevent water pollution?
Other Hidden Incentives? – What additional financial benefits has Amkor received at the expense of Peoria’s residents?
A Terrible Deal for Peoria Residents
- Taxpayer Burden – The financial costs of land giveaways, discounted utilities, and environmental risks outweigh any supposed economic benefits. Why is Peoria choosing to subsidize a multi-billion-dollar corporation while struggling to fund community needs?
- Choosing Industry Over Recreation – Peoria claims it can’t afford to complete our long-promised parks, hiking trails, and recreational spaces—but we can afford massive corporate giveaways? Our city’s leadership is prioritizing PFAS pollution over parks, ball fields, and quality of life.
- Health & Environmental Risks – Semiconductor packaging facilities release volatile organic compounds (VOCs), toxic metals (lead, copper, silver), and hazardous solvents into the air and water. These pollutants can impact public health, air quality, and water safety for decades.
Why Build Next to a School? – Placing an industrial facility next to a school and residential community raises serious concerns about children’s health and safety. If this plant is safe, why aren’t they building it in an existing industrial zone?
Amkor’s proposed semiconductor packaging facility in Vistancia poses serious risks to public health, water resources, and the environment. While it may not involve the extreme chemical processes of a full fabrication plant, it will still release toxic emissions, hazardous waste, and consume massive amounts of water—all within close proximity to a residential community and a school. The potential health consequences, including exposure to volatile organic compounds (VOCs), fine particulate matter, and heavy metals such as lead, silver, and copper, put children and vulnerable populations at the greatest risk. Long-term exposure to these pollutants can lead to respiratory issues, neurological disorders, immune system damage, and increased cancer risks.
Beyond health concerns, the facility will strain Peoria’s already limited water supply, with up to 2,000,000 gallons of discounted water per day allocated to Amkor. Industrial wastewater runoff may contain PFAS (forever chemicals), heavy metals, and other hazardous contaminants that could seep into the groundwater and local water sources. PFAS exposure has been linked to cancer, liver damage, and hormone disruption, raising questions about who will be responsible for costly cleanup efforts if contamination occurs—most likely, Peoria taxpayers.
Environmentally, the facility will contribute to air pollution, greenhouse gas emissions, and increased industrial traffic, further impacting the community’s quality of life. Noise pollution from large transport trucks and factory operations will disrupt the peaceful residential setting, while the destruction of green space will eliminate potential parks, hiking trails, and recreational areas that residents were promised. The city of Peoria is prioritizing industrial expansion over public resources, giving away free land and financial incentives to a $6 billion corporation while neglecting long-overdue recreational projects for its residents.
This is a bad deal for Peoria—the financial and environmental burdens will far outweigh any perceived economic benefits. Residents must demand transparency, environmental accountability, and a commitment to preserving their community’s health and future. Now is the time to speak out, organize, and take action to stop this project before it causes irreversible harm.
Our Demands
We urge the Peoria City Council, Mayor Jason Beck, and the Arizona Department of Environmental Quality (ADEQ) to:
- Stop the construction and expansion of Amkor’s semiconductor packaging facility in Vistancia.
- Release all financial agreements and incentives granted to Amkor for full public transparency.
- Conduct an independent Environmental Impact Assessment (EIA) before any further development.
- Reallocate city funds toward parks, hiking trails, and recreational facilities instead of subsidizing industrial pollution.
- Protect Peoria’s zoning integrity by keeping large-scale industrial facilities out of residential areas.
