America makes a sacred promise to those who defend it: their sacrifice will not be forgotten, their injuries will not be ignored, and the institutions created to protect them will be held accountable.

I am an Iraq War veteran. After years of confronting fragmented care, bureaucratic delay, and systems that too often protect themselves before they protect veterans, I developed the American Integrity Act as a practical legislative framework. I did not build it for myself. I built it for those who come after.

The Act brings six connected reforms into one score-ready package.

Divisions A through C advance care and research for traumatic brain injury and post-traumatic stress, recognition and retroactive relief for moral injury, and a meaningful accountability pathway for military sexual trauma.

Division D creates the Veterans Restitution Trust Fund through a uniform federal excise on qualifying cannabis transactions in states that choose to regulate their own markets. It does not legalize, reschedule, or deschedule cannabis under federal law.

Division E targets procurement waste through contract-family accountability, anti-fragmentation rules, stronger competition requirements, and mandatory disclosure of contracting anomalies.

Division F protects veterans’ freedom and continuity of care by expanding access to qualified community providers when the Department of Veterans Affairs cannot provide timely, appropriate, or continuous treatment.

This is not a request for a blank check. Modeled savings and recoveries are not treated as available funding until they are collected or officially scored. The Act calls for transparent review by the Congressional Budget Office and Joint Committee on Taxation.

We call on Senator Joni Ernst and Senator Chuck Grassley to lead a bipartisan coalition to introduce the American Integrity Act, obtain official scoring, hold public hearings, and move the package through Congress.

Veterans should not have to fight the government after fighting for the country. America can protect veterans, recover waste, preserve state authority, and restore integrity at the same time.
