Toronto’s waterfront is more than just a geographic feature; it is the "Blue Heart" of Canada’s largest city and a crown jewel of our national heritage. It provides a rare sanctuary of ecological vitality and public recreation in the center of a rapidly intensifying urban landscape. 

Today, this treasure is under imminent, man-made threat. The proposed expansion of Billy Bishop Toronto City Airport is being pushed forward by Ontario Premier Doug Ford without the consent of the City of Toronto, the residents who live here, or our millions of visitors who travel to our islands annually. This is a unilateral project being forced upon us, bypassing democratic process and ignoring environmental stewardship. We are witnessing an attempt to trade our shared public sanctuary for an outdated development agenda that serves the few at the expense of the many.

The Sanctuary Under Siege

The Toronto Islands serve as a vital lung for our city. Every year, millions of residents and international tourists escape the frantic pace of downtown life to find serenity here. From families watching their children play on Centre Island to wildlife enthusiasts documenting rare species, the Islands offer a peaceful refuge that is essential to the mental and physical health of our citizenry.

Expansion is not just an inconvenience; it is an ecological rupture being executed without public mandate. The increased decibel levels from additional jet traffic threaten the very essence of this refuge, transforming a quiet sanctuary into a high-stress, noise-polluted corridor. Under the current provincial agenda, we are witnessing the potential destruction of this sacred space, bypassed entirely without the public's consent.

A Canary in the Coal Mine: The Tragedy of Our Bald Eagles

The threat posed by noise pollution is not hypothetical; it is already claiming victims. Toronto recently celebrated the historic arrival of its first-ever nesting pair of Bald Eagles on the Islands—a symbol of the city’s environmental recovery. 

Tragically, these magnificent birds have been forced away. While definitive proof is difficult to secure, it is the most likely case—supported by observations from the public and the expert opinions of local conservation professionals, including Toronto and Region Conservation Authority (TRCA) staff—that the pair abandoned their nest due to the intolerable levels of noise, specifically fireworks and human disturbances. These birds, driven from their home because they no longer felt safe, serve as a stark, heartbreaking warning: if this expansion proceeds, we will lose our wildlife permanently. We are trading our natural heritage for the convenience of a small segment of business travelers, and this reckless path is being fueled by the provincial government’s disregard for the environmental consequences.

The Need for Federal Intervention

While Premier Doug Ford continues to push this expansion without the consent of the people of Toronto or the global community who visit our shores, the federal government holds the ultimate responsibility to safeguard our national infrastructure and environmental standards.

1.  Protecting Our Public Health: Increased aviation activity is scientifically linked to cardiovascular disease, sleep disruption, and cognitive impairment. We look to the federal government to prioritize the health of its citizens over provincial political posturing.

2.  Climate and Environmental Integrity: As Canada seeks to lead on the global stage regarding climate change, expanding a downtown airport for short-haul flights is an unacceptable step backward. We must invest in sustainable rail and transit, not high-emission aviation.

3.  Restoring Democratic Oversight: Major infrastructure changes that fundamentally alter our city’s landscape require community consent. Pushing this project forward without the approval of the City of Toronto or the public is an affront to the democratic process.

Our Demand

We call upon Prime Minister Mark Carney to exercise federal oversight and immediately intervene to stop Premier Doug Ford’s unilateral push to expand the Billy Bishop Toronto City Airport. 

We urge the Federal Government to:

• Halt all expansion plans that are proceeding without local consent and clear environmental mandate.

• Prioritize the ecological integrity of Lake Ontario and the Toronto Islands over aviation capacity.

• Mandate a rigorous, independent, and transparent environmental and health impact study, fully accounting for the loss of local wildlife and the quality of life for all Canadians and visitors.
