Steun onze studenten in de energiecrisis!

Hoewel het Kabinet inmiddels heeft toegezegd studenten financieel te willen ondersteunen in deze energiecrisis is het huidige gebaar niet genoeg: het is nog niet duidelijk hoe het Kabinet deze kosten wil gaan dekken en officieel is de landelijke richtlijn nog steeds dat studenten niet in aanmerking kunnen komen voor de bestaande eenmalige energietoeslag voor huishoudens met een laag inkomen.

Een recente rechterlijke uitspraak is hierover echter glashelder: de landelijke politiek heeft hiermee “een niet te rechtvaardigen onderscheid gemaakt”. Volt sluit zich daarbij aan. Daarom roept fractievoorzitter Jules Ortjens in de petitie het kabinet op de “recente rechterlijke uitspraak financieel te dekken” en de energietoeslag voor huishoudens met een laag inkomen “structureel inzetbaar” te maken voor studenten.

De Maastrichtse gemeenteraadsfractie van Volt, de Maastrichtse studentenvertegenwoordiging van NovUM en de ondergetekende volksvertegenwoordigers, studenten en andere burgers van de Gemeente Maastricht.

Constateren dat

• Een recente rechterlijke uitspraak heeft bevonden dat de eenmalige energietoeslag voor huishoudens met een laag inkomen niet mag worden uitgesloten voor studenten;
• Bij de eenmalige energietoeslag op dit moment geen onderscheid gemaakt wordt op basis van Europese Unie nationaliteit;
• De stad Maastricht, waar een groot deel van haar inwoners direct of indirect de vruchten plukt van het bestaan van haar universiteit, hogeschool en beroepsopleidingen, geen andere keuze heeft dan solidair te zijn met haar studentenbevolking, zonder onderscheid te maken tussen bevolkingsgroepen met dezelfde noden;
• De landelijke decentralisatie van 2015 er echter voor heeft gezorgd dat de gemeente Maastricht de ruimte niet heeft om deze economische onzekerheden zelf te dekken zonder daar de nodige financiële steun voor te krijgen vanuit de regering.

Verzoeken het Nederlands kabinet:

Met voortvarendheid de recente rechterlijke uitspraak financieel te dekken zodat de eenmalige energietoeslag voor huishoudens met een laag inkomen, via een eenvoudig uitvoerbare regeling, structureel inzetbaar kan worden gemaakt voor alle studenten die burgers zijn van de Europese Unie.

Protect our students in the energy crisis!

Although the Cabinet has recently agreed to support students financially in this energy crisis, the current gesture is not satisfying: it is not yet clear how the Cabinet intends to cover these costs, and officially the national guideline is still that students are not eligible for the existing one-time energy surcharge for low-income households.

A recent court ruling, however, is crystal clear on this matter: in doing so, the national policy has made "an unjustifiable distinction". Volt agrees. In the petition, Volt party leader Jules Ortjens therefore calls on the Cabinet to respect "the court ruling swiftly, so that the one-time energy surcharge for low-income households becomes structurally applicable to all students who are citizens of the European Union".

We:

The Maastricht City Council group of Volt, the Maastricht student representative organisation of NovUM, and the undersigned representatives, students and other citizens of the Municipality of Maastricht.

Have observed that:

• A recent court ruling has led to the conclusion that students cannot be excluded from accessing the one-off energy assistance payment for low-income households;
• At the moment, no distinction is made on the basis of European Union nationality with regard to the one-off energy assistance payment;
• The city of Maastricht, where a large part of its inhabitants benefits directly or indirectly from the existence of its university and other educational institutions, has no choice but to show solidarity with the student population, while not differentiating between groups in society who have the same financial needs;
• The national decentralisation of 2015 has, however, led to the situation that the Municipality of Maastricht still does not have the instruments to cover these economic challenges itself without receiving the necessary financial support from the national government.

Thus, request the Dutch cabinet:

To financially cover the recent court ruling swiftly, so that the one-time energy surcharge for low-income households becomes structurally applicable, via an easily implementable scheme, to all students who are citizens of the European Union.
