South Hanover Township is considering a data center ordinance that could effectively rezone the residential properties outlined in red to accommodate data centers around and near the former Pennsy Quarry.  Currently, the only Industrial Zoned parcel is the quarry parcel (shaded in red). 

 The Hanover Company (HCI) has submitted to the Township an application for two data centers on the quarry parcel and a validity challenge to put data centers on all their properties under contract (outlined in yellow). 

HCI ordered a Noise Study modeled on the above (8) building plan.  The location, adjacent to existing homes, the Swatara Creek and the Quarry (which is essentially ground water), is no place for a hyper scale data center complex.  

If the data center overlay includes residential parcels, it could potentially open the door to a massive 500 acre  hyper scale data center complex in this currently quiet, residential and agricultural community.   

Potential Impacts from a hyper scale data center include:  Air pollution from back up generators, continuous droning or high pitched noise 24/7, 365 days per year, light pollution impacting sleep and wildlife, water quality issues as many local homes are on wells, potential pollution of the Swatara Creek (Chesapeake Bay Watershed) and ground water from waste water and/or diesel fuel leaks, related health impacts, negative impact on quality of life and loss of home values.  

We are calling for:

South Hanover Township:

1.  Removal of all residentially zoned properties from the data center overlay - residential property should not be rezoned for data centers
2. The approval of a protective ordinance to safeguard the health and quality of life for local residents.  (PA Law does not allows municipalities to  outright ban data centers).

Commonwealth of PA:

1.  A statewide moratorium to allow breathing room for municipalities facing rampant data center applications and impact studies detailing both the local and statewide impacts of this widespread development.  Impacts are cumulative.  There are currently over 93 proposals in PA covering over 37,400 acres, not including any related infrastructure ie. power plants, substations, utility lines.  The cumulative impacts of this level of development should be studied prior to approval.
