PETITION TO PROTECT SINGERS FROM UNAUTHORIZED AI VOICE CLONING
Make Unauthorized AI Replicas of Singers’ Voices a Form of Copyright Infringement
To: The United States Congress, the U.S. Copyright Office, and policymakers responsible for intellectual property and artists’ rights

Our Demand
We, the undersigned, call upon the United States government to enact strong federal legislation protecting singers and recording artists from the unauthorized use, replication, cloning, and distribution of their voices through artificial intelligence (AI).

A singer’s voice is a unique part of their identity, artistic expression, professional career, and livelihood. No person or company should be able to use AI to make a singer appear to perform a song, record a vocal track, or endorse a product without that artist’s permission.

We demand that unauthorized AI-generated replicas of a singer’s recognizable voice be expressly prohibited by law and treated as a form of infringement, with meaningful legal consequences for those responsible.

Why This Matters
Artificial intelligence has made it possible to imitate the voices of famous singers and generate songs that sound as though those artists actually performed them.

These recordings can be created and distributed without the singer’s knowledge, approval, or compensation. They can mislead listeners, damage an artist’s reputation, divert income from legitimate music, and undermine the value of years of professional training and creative work.

A singer should not have to compete against unauthorized digital copies of their own voice.

Technology should support human creativity, not give others unrestricted control over an artist’s identity and vocal performance.

What We Are Asking Lawmakers to Do
We respectfully demand legislation that:

Protects every singer’s voice. Establish clear legal rights over AI-generated replicas that realistically imitate a singer’s recognizable voice, regardless of whether the singer is living or deceased, with appropriate protections for estates and authorized representatives.
Requires explicit authorization. Prohibit the creation, publication, distribution, sale, licensing, or commercial exploitation of an AI-generated replica of a singer’s voice without the singer’s prior, informed permission or legally authorized consent.
Recognizes unauthorized voice cloning as infringement. Establish a clear federal cause of action and expressly define covered unauthorized AI voice replicas as a legally actionable form of infringement, including copyright-related infringement where appropriate under federal law.
Holds violators accountable. Provide effective remedies, including monetary damages, injunctions, and appropriate penalties for willful or commercial violations.
Protects artists on digital platforms. Require accessible procedures for reporting unauthorized AI-generated vocal performances and prompt action on properly supported complaints.
Prevents unauthorized commercial exploitation. Prohibit companies, individuals, and AI music services from profiting from cloned celebrity voices without permission, including through monetized songs, advertisements, subscriptions, and licensing arrangements.
Preserves legitimate expression. Include carefully defined safeguards for criticism, commentary, parody, news reporting, research, and other legally protected speech, without allowing those exceptions to become loopholes for unauthorized commercial exploitation.
Ensures fair compensation and control. Give singers meaningful control over licensing their vocal identity and the ability to seek compensation when their rights are violated.
Our Principle: Permission Must Come First
We recognize that artificial intelligence can be a valuable creative tool. We are not calling for a ban on AI music or technological innovation.

We are calling for a clear boundary: No one should be allowed to digitally recreate a singer’s recognizable voice and present a performance using that voice without proper authorization.

Fans should be able to enjoy music knowing that artists’ rights are respected. Singers should be free to choose whether their voices can be used in AI-generated performances, and under what conditions.

An artist’s voice should not become someone else’s unrestricted property simply because technology makes imitation possible.

Our Call to Action
We urge Congress to introduce, advance, and enact legislation that establishes enforceable protections against unauthorized AI voice cloning and expressly addresses its relationship to copyright infringement and existing rights of publicity.

We ask lawmakers to consult singers, songwriters, recording artists, independent musicians, record producers, music industry professionals, and the public to ensure these protections are effective and fair.

We invite music fans, artists, creators, and concerned citizens to stand together in support of this cause.

Sign this petition to demand that a singer’s voice remains under that singer’s control.

Protect the voice. Respect the artist. Require permission.
