Protect refugees’ access to health care under IFHP

The Issue

I am writing today to shed light on a new policy that is deeply affecting refugees and asylum seekers in Canada. Since May 1, 2026, a 30% co-payment policy under the Interim Federal Health Program (IFHP) has come into effect. This policy requires refugees and asylum seekers to pay 30% of the cost of eligible supplemental health services. For many of these individuals, who have already faced immense hardships, this fee is not just a cost – it’s a barrier to receiving essential health care.

Refugees arrive in Canada seeking safety, and the IFHP has historically been a beacon of hope, providing necessary health coverage to those who need it most. However, this co-payment requirement places a heavy burden on those least able to afford it, undermining their path to healing and integration.

In practical terms, a refugee dealing with trauma or chronic pain now faces the tough choice between meeting their health needs and sustaining their daily survival. Imagine the case of a young mother who, fleeing conflict, arrives in Canada with her children. Instead of focusing on rebuilding their lives, she must now worry about how to afford medical services that were once accessible.

Statistics highlight that refugees often arrive from situations of extreme turmoil, carrying significant health care needs. According to the Canadian Council for Refugees, more than half of refugees require medical treatment shortly after arrival. The 30% co-payment becomes an insurmountable obstacle for many, as they have not yet found stable employment or financial security.

The Government of Canada has long stood as a champion of refugee rights, setting an example for the international community. Now, more than ever, it is crucial that we uphold this legacy and ensure that refugees and asylum seekers are not deprived of essential health services due to financial barriers.

We respectfully urge the Government of Canada to remove the 30% co-payment policy under the IFHP. Please restore full health care access to refugees and asylum seekers, allowing them to focus on rebuilding their lives and contributing to Canadian society.
