Your voice can make the difference. The Planning Minister will decide on the proposed Mega Music Festival & Exhibition Centre in the Northern Inter-Urban Break, next to the RAMSAR-listed Pumicestone Passage. There is NO right of appeal – this is the community's last opportunity to speak up.

Why Act Now?
The proponent claims this development will be “low impact” and “compatible with the environment.” Some people believe this and thus support it.  The Truth is very different (outlined at the end of this message).

Subject: Objection to Music Festival and Exhibition Event proposal

Dear Deputy Premier

I strongly object to the proposed Music Festival and Exhibition Event proposal at Coochin Creek.

  • The site is flood-prone and adjacent to Ramsar listed Pumicestone Passage and wetlands, posing unacceptable environmental risks and harm to wildlife and migratory birds and fish breeding areas.
  • The scale (up to 35,000 people/day per event) will cause traffic chaos, noise, and safety hazards.
  • Claims of water quality improvement, habitat gain, and NIUB compliance are unsupported by evidence.
  • Operational impacts (e.g. noise, light, human disturbance) undermine claimed benefits for habitat and water quality.
  • Safety concerns – Only one narrow rural road for access, through a high bushfire-risk pine plantation. Area is flood-prone; evacuation plans inadequate putting visitors and emergency services at risk.
  • Inadequate road and transport infrastructure – severe traffic congestion likely before, during and after events.
  • This development is incompatible with planning objectives and sets a dangerous precedent. Your own agency, the State Assessment and Referral Agency (SARA) advised refusal: No overriding public need. No unique reason for this site to be inside the Northern Inter-Urban Break (NIUB). Conflicts with ShapingSEQ 2023 planning protections.

Please protect Queensland’s greenbelt and reject this proposal.

Developer claims and the truth...

1. Water Quality
Claim: No off-site stormwater impacts; improved water quality.
Reality: There is no independent hydrology or water-quality modelling, no baseline data, and no cumulative impact assessment. Unsubstantiated claims about positive benefit of replacing agriculture does not offset new stressors from 35,000 patrons, vehicles, and infrastructure.

2. Habitat Gain
Claim: Significant revegetation will provide a net habitat gain.
Reality: Landscaping near high-use areas is not functional habitat. Noise and lighting are not part of good habitat and will deter wildlife.

3. Amenity & Noise
Claim: Compliance with amenity standards based on worst-case assumptions.
Reality: Worst-case scenarios are not fully documented and important noise contributions are not transparently included. Unacceptable impact on local residents and wildlife.

4. Traffic & Safety
Claim: “Evacuation feasible; layout mitigates risk.”
Reality: There is no evacuation modelling for 35,000 people via a single rural road through a bushfire-prone pine plantation. No committed upgrades for Bruce Hwy ramps or Bells Creek Arterial Road. Public safety is not guaranteed. No consideration of the traffic impact on local residents and their livelihoods.

5. NIUB Compliance
Claim: “Maintains non-urban character and aligns with NIUB values.”
Reality: State Assessment and Referral Agency (SARA) found no overriding public need, no locational necessity, and non-compliance with ShapingSEQ regional plan intent.

6. Economic Benefit
Claim: “Significant unmet demand and huge visitor spend.”
Reality: Proponent figures are gross estimates without taking account of what visitors would have done/spent elsewhere in the region or elsewhere, and ignore public costs. They do not meet Queensland Treasury standards for cost-benefit analysis.
