Protect Pennsylvania's Small Businesses, Nonprofits, and Community Organizations

Protect Pennsylvania's Small Businesses, Nonprofits, and Community Organizations
The Issue
For years, Pennsylvania skill games have helped support thousands of local businesses and nonprofit organizations throughout the Commonwealth. Fraternal organizations such as the Owls, VFWs, American Legions, Elks, Moose, Eagles, volunteer fire companies, social clubs, taverns, restaurants, convenience stores, and countless small businesses have relied on this revenue to help keep their doors open and continue serving their communities.
The recent Pennsylvania Supreme Court decision has placed that future in jeopardy.
On June 15, 2026, the Pennsylvania Supreme Court ruled that skill games are prohibited under current Pennsylvania law and stayed enforcement of its decision for 120 days. In its opinion, the Court recognized the significant impact of its ruling by delaying enforcement and made clear that the future of skill games now rests with the Pennsylvania General Assembly. The Court specifically stated that the General Assembly "remains free at any time to take whatever legislative action it may deem appropriate" and emphasized that its decision "does not constitute an endorsement of any particular policy view concerning the proliferation of 'skill games' throughout our Commonwealth."
This petition is not about asking the Court to reverse its decision. We respect the role of the judiciary in interpreting Pennsylvania law. This petition is about urging our elected officials to act before the Court's 120-day stay expires and provide a legislative solution that protects the thousands of Pennsylvanians and organizations affected by this decision.
Why This Matters
This isn't simply about gaming. It's about preserving the organizations that serve our communities every day.
Across Pennsylvania, nonprofit organizations and fraternal clubs use revenue generated by skill games to help offset operating expenses such as utilities, insurance, maintenance, and payroll. By helping cover these essential costs, these organizations are better able to dedicate more of their fundraising efforts toward charitable giving, veterans programs, scholarships, youth activities, community events, and other local initiatives that directly benefit Pennsylvanians.
When these organizations are financially healthy, entire communities benefit.
What's at Stake?
Without legislative action, Pennsylvania organizations could lose revenue that helps support:
- Employee wages
- Building maintenance and repairs
- Rent, utilities, and insurance
- Community events and charitable giving
- Veterans' programs and fraternal organizations
- Volunteer fire company operations
- Small business stability
- Local jobs
Who Is Affected?
This decision impacts thousands of Pennsylvanians, including:
- Local bars and taverns
- Fraternal organizations such as the Owls, VFWs, American Legions, Elks, Moose, Eagles, and similar clubs
- Volunteer fire companies
- Restaurants and convenience stores
- Small business owners
- Employees whose livelihoods depend on these businesses
- The communities that rely on these organizations for donations, fundraisers, gathering spaces, and local support
We Respectfully Ask Pennsylvania Lawmakers To:
- Act before the 120-day deadline expires.
- Pass legislation that allows Pennsylvania skill games to continue operating under a clear and stable legal framework.
- Provide certainty for nonprofit organizations, community clubs, and small businesses that have relied on these games for years.
- Protect local jobs, community organizations, and the Pennsylvanians they serve.
This Is About Pennsylvania Communities
Whether you've ever played a Pennsylvania skill game or not, this issue affects communities across the Commonwealth.
Local nonprofit organizations, veterans groups, fraternal clubs, volunteer fire companies, and small businesses provide places for neighbors to gather, support charitable causes, employ local residents, and strengthen communities. Their success benefits everyone.
The Pennsylvania Supreme Court has interpreted the law as it currently exists. Now, it is up to Pennsylvania's elected officials to determine what comes next.
We respectfully urge the Pennsylvania General Assembly and Governor Josh Shapiro to work together before the Court's 120-day stay expires to enact legislation that protects Pennsylvania's nonprofit organizations, community clubs, small businesses, employees, and the communities they proudly serve.
Every signature sends a message that Pennsylvanians want a thoughtful legislative solution that protects local organizations while providing certainty for the future. Please sign today and share this petition with your family, friends, coworkers, local businesses, and community organizations. Together, we can ensure that Pennsylvania's communities have a voice before this decision takes effect.
