The Issue

Update (Oct. 7, 2025): The developer has now committed to a public meeting, fewer but larger wells, and a secondary fire road. While this addresses some concerns, we are updating this petition to insist on binding guarantees: independent hydrogeology review, mandated fire road approval, and a public meeting before approvals.

Protect Our Wells and Safety in Lawrencetown – Hold the Lisa Ann/Freedom Way Development Accountable

Petition Statement:
We, the residents of Lawrencetown and surrounding areas, welcome recent statements from MR Developments regarding the Lisa Ann / Freedom Way project. While we appreciate their willingness to address concerns, words alone are not enough. We call on Halifax Regional Council, the Province of Nova Scotia, and our MLA to make binding commitments before this development is approved.

Our Concerns and Demands:

💧 Well Water Security
The developer plans 10–20 deep, high-capacity wells drilled to 600’. These wells draw more water from the aquifer and could impact existing residential wells.

We demand independent peer review of the hydrogeology study.
Test pumping must occur during summer low-flow conditions.
Long-term monitoring and clear compensation plans must be guaranteed if resident wells are affected.


🔥 Fire Safety and Emergency Access
The developer has proposed a secondary fire road to Highway 107 at its own expense. We strongly support this, but it must be required.

The Province and HRM must grant permission and mandate construction of the secondary fire road.
The road must be built to emergency standards and maintained permanently.


📢 Public Transparency
A public meeting has been promised, but it must happen before approvals are granted.

All hydrogeology and traffic studies must be released in advance.
Residents must have the opportunity to question experts and decision-makers.


Our Ask:
We petition Halifax Regional Council, the Province of Nova Scotia, and our MLA to:

-Require enforceable conditions for water protection.
-Mandate a secondary fire road before occupancy permits.
-Hold a public meeting before approvals, with full disclosure of studies.

We, the residents of Lawrencetown and surrounding areas, call on Halifax Regional Council, the Province of Nova Scotia, and our MLA to ensure that the proposed Lisa Ann / Freedom Way development of 150 townhouses does not compromise our community’s water security or emergency safety.

Our Concerns:

Water Security: Our subdivision depends on private wells. Adding 150 high-capacity wells risks lowering water levels in existing wells, especially in summer and drought conditions. We demand independent peer review of the hydrogeology study and long-term monitoring to protect residents’ access to water.


Emergency Safety: Our community has only one road in and out. With 150 more households, evacuation in the event of a forest fire or other emergency could be unsafe. We demand that a secondary access road or other mitigation be required before the project is approved.
Public Transparency: Residents have not been given a proper forum to voice concerns. We demand a public information session before any approvals, with full release of hydrogeological data, traffic impact analysis, and fire safety input.

Our Ask:
We respectfully petition Halifax Regional Council, the Province of Nova Scotia, and our MLA to:

Require independent review and safeguards to protect well water.
Address emergency evacuation risks through infrastructure solutions.
Hold a public information session before final approvals are granted.
