Protect Our Water, Trees, and Homes – Pause Station Road Reconstruction Plans
The Issue
What we are asking
We, the undersigned residents and taxpayers, and concerned citizens are calling on the Township of Perth South to:
- confirm the Environmental Assessment status for the Station Road reconstruction
- make all related Environmental Assessment documentation publicly available
- demonstrate how the requirements of the Environmental Assessment Act have been met
- confirm how the project conforms with the Perth County Official Plan
- pause further advancement of the project until this information is available and reviewed
Why this matters
Station Road is a rural road serving existing homes and properties.
The proposed reconstruction includes significant changes that may affect:
- private wells
- drainage and runoff
- mature trees
- the rural character of the area
Residents have not been provided with clear, complete information on these impacts prior to the project advancing.
Why now
On March 20, 2026, the Township confirmed that the Station Road reconstruction is being treated as exempt from the Municipal Class Environmental Assessment, based on “no change in function.”
At the same time:
- the Environmental Assessment process related to the proposed subdivision is not complete
- planning approvals, including Draft Plan Approval and Official Plan conformity, have not been finalized
- earlier technical studies (FSR/TIS) indicated that upgrades to Station Road were not required
- the current design has changed following access constraints
- the project is being supported through Housing Enabling Infrastructure Funding (HEIF)
Statements from the Mayor
In a July 9 email, Mayor Sue Orr stated:
“We are pleased to have successfully secured a substantial amount of funding for the road which is tied to the subdivision going ahead.”
“We won’t tender the work until we know what is happening with the subdivision because the work to be done on Station Road will change depending on what happens in the future.”
“Should the development not proceed, the Township of Perth South would be responsible for the entire cost.”
These statements suggest that the scope and timing of the project are linked to a proposed development that has not yet been approved.
What this means
The project is being advanced as an “exempt” reconstruction, while:
- related approvals are incomplete
- the design has changed
- the project is tied to a proposed development
- the outcome of that development is still uncertain
This raises questions about:
- how the project was classified
- how impacts were considered
- whether the full context has been properly evaluated
