The Department of Homeland Security just spent $70 million in cash to quietly purchase a massive 418,000-square-foot warehouse near Waddell and Dysart roads in Surprise, Arizona. The public still has no clear information about what DHS plans to use the property for.

Records show Immigration and Customs Enforcement (ICE) is listed on the deed—but DHS hasn’t told our community anything about their intentions. Will it be used for detention? Surveillance? Border operations? Another unannounced immigration facility?

We deserve to know before this facility opens its doors—not after.

The city of Surprise issued a vague statement, but there has been no public forum, no community briefing, and no explanation for the $70 million purchase of a facility this size. Meanwhile, the federal agency involved has been at the center of serious civil liberties and humanitarian concerns across the country.

This is not just about Surprise—it’s about transparency, public trust, and the rights of every Arizona resident to know what’s happening in their neighborhood.

We call on:

• The City of Surprise to hold an immediate public forum and request a full disclosure from DHS
• Arizona state officials to launch an inquiry into the purpose and scope of this facility
• DHS and ICE to publicly disclose the intended use of the warehouse and any operations planned there

No federal agency should be allowed to operate in secrecy—especially not in our backyard.
