Protect Our Children: Reform Washington State Sex Offender Laws

The Issue

📣 Petition Statement:
We, the undersigned, are calling on Washington State lawmakers to urgently reform laws concerning the post-release monitoring and placement of Level 3 sex offenders. Recently, a Level 3 offender—classified as posing the highest risk to reoffend—moved into our Bagley Downs neighborhood within close proximity to Eleanor Roosevelt Elementary School in Vancouver, WA. He is no longer under supervision. According to the Sex Offender Registration (SOR) unit of the Clark County Sheriff's Office, there is nothing they can do. 

This leaves our children and community vulnerable. We believe prevention must come before tragedy.

🔍 We Urge the Washington State Legislature to:

  • Require lifelong monitoring and restrictions for all Level 3 sex offenders, including where they can live, even after time has been served.
  • Implement tiered restriction timelines: 10 years for Level 1, 20 years for Level 2, and lifetime for Level 3 offenders.
  • Impose a mandatory 10-year prison sentence for any convicted sex offender who fails to register within the required timeframe.
  • Mandate buffer zones preventing sex offenders from living near schools, parks, and child-centered locations.
  • Require community notification and alert systems for any Level 3 placements.
  • Expand civil commitment laws for individuals deemed an ongoing threat to public safety.
  • Ensure transparency and resources for affected families, schools, and neighborhoods.

💬 Why This Matters:
Level 3 sex offenders are recognized by the State as having a high likelihood of reoffending, particularly against children. When they are released without restrictions or supervision, our children’s safety is at risk. Laws must reflect the serious and lasting danger these offenders pose especially near elementary schools like Eleanor Roosevelt.
