Open Letter to New Zealand Members of Parliament: Demand Transparency on FBI’s Wellington Office

Date: August 1, 2025
To: Rt Hon Christopher Luxon, Hon Winston Peters, Hon Judith Collins, Hon Mark Mitchell, and All Members of Parliament
From: Concerned Citizens of Aotearoa
Subject: Urgent Call for a Parliamentary Inquiry into the FBI’s Wellington Office and Clarification of New Zealand’s Foreign Policy

Dear Prime Minister Luxon, Ministers, and Members of Parliament,

We, the undersigned citizens of Aotearoa, write with grave concern about the establishment of a standalone FBI law enforcement attaché office in Wellington, announced on July 31, 2025. While presented as a tool to combat transnational crime, the lack of transparency surrounding its purpose, the secrecy of FBI Director Kash Patel’s visit, and conflicting statements about its intent raise serious questions about New Zealand’s sovereignty, independence, and foreign policy. We demand a parliamentary inquiry to ensure this move serves Aotearoa’s interests, not foreign agendas.

Concerns and Evidence

Lack of Transparency and Public Consultation

The FBI office’s establishment was announced without prior public debate or parliamentary oversight, despite its implications for New Zealand’s sovereignty. Patel’s visit was kept secret, only revealed after media spotted him in the Beehive basement on July 30, 2025. Finance Minister Nicola Willis admitted she was unaware of the visit’s purpose, noting only “handsome men in suits” on the seventh floor. The US Embassy cited “security reasons” for the secrecy, but this opacity undermines democratic accountability. Why was the New Zealand public not informed of such a significant development?

Contradictory Statements on the Office’s Purpose

A stark disconnect exists between FBI Director Kash Patel’s stated goals and those of New Zealand’s government. Patel, in a US Embassy video, emphasized “countering the CCP [Chinese Communist Party]” as a top priority, alongside narcotics and cybercrime, framing the office as a geopolitical tool in the Indo-Pacific. In contrast, Foreign Minister Winston Peters denied China was discussed in his 40-minute meeting with Patel, focusing instead on Pacific law and order and crime-fighting. Defence Minister Judith Collins also refuted China-specific claims, stressing broader security cooperation. This misalignment suggests either a lack of coordination or deliberate obfuscation. What is the true purpose of the FBI office, and how does it align with New Zealand’s independent foreign policy?

Threats to Sovereignty and Foreign Policy

The FBI office, as part of the Five Eyes alliance, risks entangling New Zealand in US-led geopolitical strategies, particularly against China, our largest trading partner ($38.7 billion in two-way trade, 2024). Patel’s anti-CCP rhetoric, echoed by FBI spokesperson Ben Williamson, could provoke economic retaliation from China, as seen in past tariff disputes with Australia. The Green Party’s Teanau Tuiono has warned this move undermines NZ’s independent foreign policy, a cornerstone since our nuclear-free stance in the 1980s. Historical Five Eyes operations, like ECHELON’s corporate espionage or Operation Trojan Shield’s legal workarounds, fuel fears that New Zealand could become a “lapdog” to US interests. How will the government ensure this office does not compromise our autonomy?

FBI’s Credibility and Past Failures

The FBI’s moral authority is questionable, given its role in delaying the release of Jeffrey Epstein-related documents, a controversy Patel himself has addressed on social media, denying resignation rumors. If the FBI cannot be trusted to uphold justice in high-profile cases, why should New Zealanders trust its intentions here? The office’s stated focus on child exploitation and crime rings hollow without transparency on its operations.

Demands
We call on Parliament to:

Launch a Parliamentary Inquiry: Investigate the FBI office’s purpose, scope, and data-sharing agreements, ensuring they prioritize New Zealand’s interests over foreign agendas.

Clarify Foreign Policy:

Publicly reaffirm New Zealand’s independent foreign policy, ensuring the FBI office does not align us with US geopolitical goals, particularly against China.

Ensure Transparency:

Release details of Patel’s meetings with Ministers Peters, Collins, Mitchell, and intelligence chiefs (NZSIS, GCSB), and explain the secrecy of his visit.

Protect Trade and Sovereignty:

Outline measures to safeguard economic ties with China and prevent Five Eyes overreach, preserving Aotearoa’s mana.

Call to Action

Aotearoa’s strength lies in its people, its independence, and its commitment to truth. We urge MPs to act swiftly to address these concerns, ensuring New Zealand remains a sovereign nation, not a pawn in superpower games. We invite the public to join us in signing our petition (“Protect NZ’s Mana: Transparency on FBI Office”) at Change.org and rallying at the US Embassy in Wellington for “Aotearoa Stands Free.”

Let us shine a light on the shadows. Ka whawhai tonu mātou—for Aotearoa’s mana.

Ngā mihi,
Concerned Citizens of Aotearoa
