The Issue

Milton, Washington, is ending its contract with Metro Animal Services on September 1, shifting animal control and shelter duties over to the Milton Police Department. City leaders say the move will save around $80,000 a year, cutting animal services spending from about $104,000 last year to roughly $20,000 going forward.

Milton Police Chief Tony Hernandez says two officers have been trained to handle animal control calls, and the department will keep sending animals that need shelter to the Humane Society for Tacoma and Pierce County. That plan may cover a lot of situations. But stray and lost animals — the ones with no owner to call and no address to return to — are exactly the animals most likely to fall through the cracks when a dedicated animal services team is replaced by officers who are also handling every other call in the city.

City spokesperson Carmen Palmer described the change as a "cost-cutting measure," according to The News Tribune. Saving taxpayer money is a reasonable goal. But it shouldn't come at the cost of fewer resources for animals who have no one else to speak up for them.

We're asking the Milton City Council and Police Chief Hernandez to set clear, public standards for how stray and at-risk animals will be located, sheltered, and cared for under this new system — including response times and a public report on outcomes within the first six months.

Thank you for reaching out regarding the Protect Milton’s stray and lost animals. I have listened to Chief Hernandezs plan for this new handling of the pets here in Milton. In my 18 years here in Milton the 1 lost pet that I found in my yard, I was able to track down due to the dog having a collar ID tag. If I did find an animal, I believe most people do and would post on the Facebook EMF watercooler page or on Nextdoor. If that didn’t reunite the owner and pet, I personally would take to the Humane Society of Tacoma & Pierce county. I know that all of us love our pets and want to make sure that they are kept safe and in the unfortunate situation where they do escape, I feel that between the police response and the citizens of Milton we should be able to have a positive outcome for every situation. We want to assure our community that Milton Police officers have always responded to calls involving stray, lost, injured, and at-risk animals. This is not a new responsibility for our department. Our officers have routinely responded to these calls because they can involve an immediate concern for the safety and welfare of the animal, as well as potential risks to residents and the community. What is changing is how these services are delivered. Rather than relying on a third-party contract for a follow-up response, the Milton Police Department will now have greater direct responsibility for responding and following up to these types of calls and determining the appropriate course of action. We believe this will allow us to provide a more responsive and proactive delivery model for animal services in Milton. This transition is not simply about reducing costs. While the change will provide savings to the City, we believe bringing these responsibilities directly into the Police Department can provide better continuity, quicker response, and greater accountability, because the department responding to the initial call will also be responsible for the appropriate follow-up. Animals cannot tell us where they belong, who their owner is, whether they are injured, frightened, hungry, or in need of medical attention. They cannot speak for themselves, and we believe it is our responsibility to be their voice. Our police officers have received specialized training to handle animal type calls, and the department will continue to work with the Humane Society for Tacoma & Pierce County when animals require shelter or additional services. We will also continue to utilize appropriate community and animal welfare resources when circumstances require services beyond what the Police Department can provide. Our officers have always gone above and beyond to reunite lost animals with their owners and to ensure that stray, injured, or at-risk animals receive appropriate attention and care. The Milton Police Department's commitment to animal welfare is not changing. In fact, we believe having direct responsibility for these services will allow us to be more proactive, responsive, and accountable in addressing animal-related calls throughout our community. Our responsibility is to protect and serve our entire community. That includes those who can call 911 for help—and those who cannot make a call, tell us what happened, or speak for themselves. Animals deserve compassion, dignity, and protection. The Milton Police Department will continue to be their voice when they need someone to speak for them.
