Protect Linley Valley Wetland and Rock City Neighbourhood
The Issue
A development permit for a 6-storey, 102-unit residential building has been approved for 3400 Barrington Road, upslope from a sensitive conifer swamp ecosystem in Linley Valley, Nanaimo, BC, but it's not too late!
Due to the amount of rocky bluff on these parcels, a significant amount of the mountain must be removed for the building footprint. Blasting and major excavation required for construction will alter groundwater pathways that sustain this wetland and lead to a drastic redirection of the hydrology.
Linley Valley, including this swamp, supports chorus frogs (Pseudacris regilla), North American beaver (Castor canadensis), garter snake (Thamnophis sirtalis), Barred owl (Strix varia), and lodgepole pine (Pinus contorta subsp. contorta) ecosystems, and directly depends on slow groundwater flow from the steep slope above it.
Sadly, this swamp was not included in the adjacent Linley Valley park boundary, nor the Species At Risk Act critical habitat boundary for western painted turtle that ends at the swamp boundary. These wetlands play a vital role in maintaining the ecological balance, improving water quality, and providing an essential green space for local residents. Changes to slope stability and drainage may increase runoff and localized flood risk, reduce natural moisture retention in the landscape, and increase wildfire vulnerability in surrounding interface forest.
Meanwhile, the Rock City Neighbourhood is cherished for its serene environment and close-knit community vibe. Unmitigated development could devastate these ecosystems and communities, leading to irreparable environmental damage and reduced quality of life for local inhabitants.
We request that Mayor and Council require an independent hydrological review of upslope groundwater flow and ensure post-development water balance is properly modelled to protect wetland function beyond physical boundaries; conduct a neighbourhood-level traffic impact assessment with appropriate safety and congestion mitigation measures for the Rock City Road area; assess cumulative wildfire and flood risks and ensure drainage systems do not increase downstream flooding or habitat loss; and require a comprehensive blasting management plan addressing noise, vibration, and monitoring, along with clear communication and mitigation measures for affected residents.
We urge the City of Nanaimo council and planners to take immediate action to implement protective measures for this valuable natural and residential area. Join us in advocating for responsible and sustainable development by signing this petition!
