Protect Italian Citizenship Rights for Descendants Abroad – Stop the March 2025 Decree

Italy’s Decree-Law No. 36, enacted on March 28, 2025, severely limits the ability of individuals of Italian descent to obtain citizenship. Under the new law, only those with a parent or grandparent born in Italy now qualify. We, the undersigned, urge the Italian Parliament to amend or repeal this restrictive legislation before it is converted into law.

For over a century, Italy has embraced the concept of jus sanguinis, recognizing citizenship for descendants of Italian citizens regardless of how many generations removed. This recognition has allowed millions around the world to maintain a meaningful connection to their Italian heritage—one rooted in family, culture, and shared history.

On March 28, 2025, the Italian government enacted Decree-Law No. 36. This law fundamentally alters the criteria for citizenship by descent. It now restricts recognition to only those with a parent or grandparent born in Italy, effectively disqualifying millions of descendants from reclaiming their Italian identity.

This is a deeply concerning shift. It disregards the legitimate and enduring ties many Italian descendants have maintained with Italy—through language, culture, travel, education, and civic engagement.

As the National Italian American Foundation (NIAF) has stated, “American and Italian dual citizens constitute a vital resource and a tremendous benefit for both countries.” The new law threatens that relationship and undermines the inclusive principles upon which Italian nationality has long been based.

We call on the Italian government and members of Parliament to:

Oppose the permanent adoption of Decree-Law No. 36
Amend the legislation to protect citizenship rights for descendants of Italian citizens, beyond the second generation
Preserve the inclusive legacy of Italian citizenship for future generations
If this decree is left unchanged, it will sever the living bond between Italy and millions of descendants abroad—many of whom have invested time, resources, and personal identity in reconnecting with their Italian roots.

Now is the time to act.
