Support Iranian Refugees in Armenia and Georgia: Stop Border Rejections and Publish Protective Protocols

To the Representatives of the United Nations in Armenia and Georgia,

We, the undersigned, express our deep concern over the ongoing humanitarian crisis in Iran and call upon you to protect the rights of Iranian refugees who have fled to neighboring countries due to the escalating conflict.

• Background of the Crisis:

Since June 13, 2025, the military conflict initiated by Israel against Iran has severely deteriorated the country’s security situation. The war has resulted in:

Widespread aerial bombings of cities and residential areas.
The death of numerous civilians, including women and children.
The lack of underground shelters, leaving millions vulnerable to attacks.
The Iranian government’s inability to protect its citizens due to inadequate resources and poor crisis management.

• Violations of International and Human Rights Laws:

The Principle of Non-refoulement (Article 33 of the 1951 Geneva Convention):
No refugee should be returned to a place where their life or freedom is at risk.
Universal Declaration of Human Rights (1948):
Article 14 guarantees the right of every individual to seek asylum and safety in another country.
International Obligations of Georgia and Armenia:
As UN member states, these countries are committed to supporting refugees and upholding human rights principles.

• Our Requests:

Publish Protective Protocols for Iranian Refugees:
We urge you to promptly release protocols that ensure the rights and safety of Iranian refugees and provide clear guidelines for their treatment at the borders.
Stop Border Rejections and Forced Returns:
We demand the immediate cessation of all actions that prevent Iranian refugees from entering Armenia and Georgia or result in their forced return.
Ensure Fair and Secure Asylum Procedures:
Iranian refugees fleeing war must have access to fair and safe asylum processes without discrimination.

We believe your immediate action on this matter will save countless innocent lives and reaffirm your commitment to justice and human rights.

حمایت از پناهندگان ایرانی در ارمنستان و گرجستان: توقف رد مرزی و انتشار پروتکل‌های حمایتی

 

به نمایندگان محترم سازمان ملل متحد در ارمنستان و گرجستان،

ما، امضاکنندگان این پتیشن، با نگرانی عمیق نسبت به بحران انسانی جاری در ایران، از شما درخواست داریم تا از حقوق پناهندگان ایرانی که به دلیل شرایط وخیم جنگی به کشورهای همسایه پناه آورده‌اند، حفاظت کنید.

پیش‌زمینه بحران:

از تاریخ ۱۳ ژوئن ۲۰۲۵، با آغاز جنگ نظامی توسط اسرائیل علیه ایران، وضعیت امنیتی این کشور به شدت وخیم شده است. این جنگ، شامل بمباران گسترده شهرها و مناطق مسکونی، منجر به کشته شدن تعداد زیادی از غیرنظامیان، از جمله زنان و کودکان، شده است.

 • تمامی شهرهای ایران تحت حملات هوایی قرار گرفته‌اند.

 • نبود زیرساخت‌های پناهگاه زیرزمینی برای حفاظت از مردم، جان میلیون‌ها نفر را در معرض خطر قرار داده است.

 • دولت ایران ناتوان از تأمین امنیت جانی شهروندان خود است و به دلیل ضعف مدیریت و عدم دسترسی به منابع کافی، شرایط زندگی برای مردم غیرقابل تحمل شده است.

نقض حقوق بین‌المللی و انسانی:

 ۱. اصل منع بازگرداندن (Non-refoulement):

بر اساس ماده سی و سه کنوانسیون ژنو ۱۹۵۱، هیچ کشوری نباید پناهندگان را به جایی بازگرداند که ممکن است جان آن‌ها در خطر باشد.

 ۲. اعلامیه جهانی حقوق بشر (۱۹۴۸):

ماده ۱۴ این اعلامیه، حق هر انسان برای جستجوی پناهندگی و امنیت در کشور دیگری را تضمین می‌کند.

 ۳. تعهدات بین‌المللی گرجستان و ارمنستان:

این کشورها به عنوان اعضای سازمان ملل، متعهد به حمایت از پناهندگان و رعایت اصول حقوق بشر هستند.

درخواست‌های ما:

 ۱. انتشار پروتکل‌های حمایتی برای پناهندگان ایرانی:

ما خواستار انتشار فوری پروتکل‌هایی هستیم که حقوق پناهندگان ایرانی را تضمین کرده و نحوه برخورد با آن‌ها را در مرزها مشخص نماید.

 ۲.  توقف رد مرزی و بازگرداندن پناهندگان:

ما خواستار توقف فوری تمامی اقداماتی هستیم که مانع ورود ایرانیان به ارمنستان و گرجستان یا منجر به بازگرداندن آن‌ها می‌شود.

 ۳. ایجاد دسترسی به رویه‌های عادلانه پناهندگی:

ایرانیانی که از جنگ فرار کرده‌اند، باید امکان دسترسی به فرایندهای پناهندگی عادلانه و امن داشته باشند.

ما باور داریم که اقدامات فوری شما در این زمینه، جان بسیاری از افراد بی‌گناه را نجات خواهد داد و تعهدات شما به ارزش‌های حقوق بشر و عدالت را تقویت خواهد کرد.
