Urgent Open Letter to Protect Iran’s Rights in the Caspian Sea

We, the undersigned Iranians, firmly oppose any action that could permanently compromise Iran’s sovereign rights, national interests, or strategic resources in the Caspian Sea without transparency, independent legal review, and meaningful national scrutiny.

The 1921 and 1940 Iran-Soviet treaties form an important part of the historical legal framework governing Iran’s position in the Caspian Sea. Their precise application to modern questions of seabed and subsoil delimitation remains subject to legal interpretation and must be examined carefully.

Prince Reza Pahlavi, leader of Iran national revolution, has consistently rejected the Aktau Convention. In 2018–2019 he described it as “the surrender of the Caspian Sea” and “a great catastrophe,” calling on the Iranian nation to rise in defence of its land, waters and national interests. On 6 August 2026 he again warned that the regime’s push to ratify the Convention without the people’s consent is a serious threat to Iran’s historic rights, which are not negotiable.

We are therefore deeply concerned about the ratification and implementation of the 2018 Aktau Convention on the Legal Status of the Caspian Sea, and particularly about any subsequent agreements affecting Iran’s seabed, subsoil, energy resources, fisheries, navigation, security, or maritime jurisdiction.

Decisions of such historic and potentially irreversible consequence must not be made without full disclosure, constitutional scrutiny, and independent examination of their long-term implications for Iran.

We therefore demand:

Suspension of ratification until the Convention and related agreements receive comprehensive and transparent legal review.

No irreversible agreement concerning Iran’s Caspian seabed, subsoil, or strategic resources without full disclosure and independent expert examination.

Preservation of all lawful Iranian rights and claims under applicable international law.

The right of a future democratic government of Iran to comprehensively review these arrangements and pursue any lawful amendment, clarification, or renegotiation necessary to protect Iran’s national interests.

The Caspian Sea is a matter of national sovereignty, security, resources, and responsibility to future generations.

We do not accept the unjustified surrender of Iran’s lawful rights in the Caspian Sea.

Iran’s national rights must be protected—not negotiated away behind closed doors.
