The Issue
If Innocents Are Silenced, Who Is Protecting India?

India has already witnessed a painful reality in the case of Nambi Narayanan—an innocent scientist was accused in a national security matter, suffered for years, and was later declared not guilty.
Today, once again, serious concerns are being raised involving ISRO, this time through allegations made by Praveen Kumar Maurya, who has also been acquitted in his own case.
We are not here to determine what is true or false. That is the responsibility of the Government and investigating authorities.
However the Core Concern:
1) If an individual is accused, suffers for years, and is later acquitted, who is responsible for the damage caused—and why are those who may have misused power not clearly identified?
2) When allegations involve national security and sensitive institutions, even the possibility of internal wrongdoing ,will system ensure transparent investigation.
3) National security cannot be compromised, and individuals acting in the nation’s interest must be protected, not silenced.
If innocent people can be targeted while those responsible remain unknown, public trust in system will weaken—and without trust, no system can sustain its strength.
Specific Demands for Accountability and Action:
We, the citizens of India, request the Government to implement the following measures:
1. Independent Investigation Mechanism:
Establish a statutory Independent Review Commission for national security–related allegations, independent of the concerned institution, with retired judges, forensic experts, and domain specialists.
2. Time-Bound Investigation:
Mandate completion of investigations within 90–120 days, with any extension publicly justified.
3. Mandatory Public Report:
Publish a redacted public report outlining findings, conclusions, and actions taken, while safeguarding sensitive information.
4. Accountability for Wrongful Accusation:
Where an individual is acquitted or wrongly accused, identify responsible officials and initiate departmental or legal action, with outcomes made public.
5. Whistleblower Protection in National Interest Cases:
Provide legal safeguards to individuals raising serious concerns, including protection from harassment or coercive action until preliminary verification.
6. Pre-Trial Safeguard Review:
Require a multi-agency review and minimum evidentiary threshold before arrest or prosecution in sensitive cases.
7. Compensation Framework Linked to Accountability:
Establish a structured compensation system for wrongful prosecution, linked with accountability findings.
8. Parliamentary or Judicial Oversight:
Ensure annual reporting and oversight of such cases by an appropriate authority to maintain accountability.
Final Appeal:
•India is changing, and its citizens are increasingly aware and engaged.
•Trust in governance must be supported by transparency and action.
•We request the Government to operationalize these measures within a defined timeline and ensure that no case involving serious allegations remains unresolved without accountability.
•If there is no wrongdoing, it should be clearly established.
•If there is wrongdoing, it must be exposed without hesitation.
•Justice must not end only at acquittal. It must include truth, responsibility, and consequences.
