Protect India’s Stray Dogs: Strengthen the Prevention of Cruelty to Animals Act
The Issue
India is witnessing a disturbing rise in animal cruelty, especially against stray dogs. Yet, the law meant to protect them—the Prevention of Cruelty to Animals (PCA) Act, 1960—remains severely outdated. Shockingly, the current penalty for animal cruelty is just ₹50, an amount that fails to deter even the most brutal acts.
According to Humane Society International, over 30 million stray dogs live on India’s streets. These animals face daily abuse, neglect, and violence. At the same time, well-meaning citizens who try to help—by feeding or caring for strays—are often harassed or threatened by housing societies and neighbors. This must change. People helping animals should be protected, not punished.
We urgently need a comprehensive overhaul of the PCA Act to include:
Harsher penalties and jail terms for animal cruelty
Legal protection for individuals who feed and care for stray animals
Mandatory sterilization and vaccination programs
Awareness campaigns promoting peaceful coexistence
States like Maharashtra and Kerala have shown that Animal Birth Control (ABC) programs work. It's time to scale such efforts nationwide.
Strengthening animal protection laws is not just about animals—it reflects who we are as a society. Let India set a global example by standing for compassion, responsibility, and justice.
