Protect Greenvale’s Future: Proper Assessment Before Any Redevelopment

The issue

As concerned residents of Greenvale, we are seeking transparency, accountability and proper planning oversight regarding the future use and development of 30 Providence Road, Greenvale.

This site is not simply another parcel of land. It is a long-standing local church property with significant historical, social and community value. Public planning information indicates that the site is affected by Heritage Overlay HO32, meaning any proposed demolition, alteration, redevelopment or change of use should be carefully assessed against heritage, planning and community impact considerations.

We wish to make it clear that this petition is not directed towards any religion, ethnicity, culture or faith community. Every faith community has the right to worship freely and peacefully. Our concern is solely about ensuring that any future use or redevelopment of this site is subject to proper planning scrutiny, heritage protection and community consultation.

Residents have raised concerns regarding:

• Whether any planning permit has been issued, or is required, for the proposed use of the site;

• Whether the proposed use is consistent with the planning controls affecting the land;

• Whether the existing heritage building may be demolished, altered or otherwise compromised;

• Whether adequate heritage assessment has been undertaken;

• Whether the site can safely accommodate the likely number of patrons and associated activities;

• Whether sufficient on-site car parking can be provided;

• Whether overflow parking will impact surrounding residential streets;

• Whether increased traffic may create congestion or safety concerns;

• Whether noise, lighting, late-night activity and event-based use may affect nearby residents; and

• Whether the community has been properly informed, consulted and given an opportunity to provide feedback.

We believe that no irreversible decision should be made until Council has thoroughly assessed all relevant planning considerations, including heritage impacts, traffic and parking requirements, acoustic impacts, operational management arrangements, patron numbers, hours of operation and any other matters required under the applicable planning framework.

The Greenvale community is entitled to transparency. Residents deserve to know whether a planning application has been lodged, whether permits have been issued, what conditions apply, and how potential impacts on the surrounding neighbourhood will be managed.

We respectfully call upon Hume City Council to:

• Confirm the current planning status of 30 Providence Road, Greenvale;

• Publicly disclose any current or proposed permit applications affecting the site;

• Ensure meaningful community consultation and public notice;

• Require comprehensive assessment of heritage, traffic, parking, acoustic and amenity impacts;

• Protect the existing heritage building and streetscape character; and

• Take appropriate action where any use of the land is inconsistent with planning requirements.

This is not an objection to any faith community. It is a request for lawful, transparent and responsible planning processes.

The concern of local residents is simple: an important Greenvale landmark should not be demolished, significantly altered or permanently changed without proper assessment, proper evidence, proper consultation and proper protections.
