PROTECT Financial Freedom Forever: Require CBDC Safeguards while making it Constitutional
The Issue
As digital currency develops in the United States, we ask Congress to protect financial privacy, preserve cash, prevent forced digital payments, and begin the process of a constitutional amendment that secures these rights for future generations.
We, the undersigned, call on Congress to protect Americans’ financial freedoms as the United States explores the creation of a Central Bank Digital Currency (CBDC).
Digital currency could bring faster payments and modern financial tools, but it also raises serious concerns about privacy, personal choice, and access to traditional money. Without clear protections, digital currency could be misused by future governments or agencies in ways that the American people never agreed to.
We request two actions:

1. Immediate federal laws to protect Americans during CBDC development
We ask Congress to pass legislation that:
Protects the right to use paper cash in everyday life
Prohibits mandatory CBDC use for payroll, benefits, rent, remittances, or essential payments
Prevents tracking, surveillance, or programmable restrictions on lawful transactions
Requires privacy protections for any CBDC equivalent to the privacy of physical cash
Prohibits automatic financial penalties or spending controls
Ensures transparent, open-source auditability of any CBDC system
These protections should exist before any CBDC is launched, so Americans are safe while public debate continues.

2. Begin the process for a constitutional amendment
A constitutional amendment is the only way to permanently guarantee:
The right to transact privately
The right to use paper cash as legal tender
Limits on federal authority over digital money
Protection against government-controlled or programmable currency systems
Amendments take time, often years. Beginning the process now ensures long-term protection for future generations.
As we approach the 250th anniversary of American independence in 2026, we believe that safeguarding financial freedom is consistent with the spirit of the nation’s founding principles.
