Protect Fair Access to Toronto’s Waterways: Support Responsible Jet Ski Rentals

The Issue

In recent weeks, the City of Toronto has launched an aggressive crackdown on jet ski rentals in response to safety concerns caused by a small number of irresponsible operators. While enforcement is necessary, the City’s current approach is punishing responsible, safety-focused businesses that have operated for years without issue — and doing nothing to address the root of the problem or improve public safety at all. 

Rather than engaging in meaningful consultation and creating a clear regulatory framework, the City has chosen to prioritize optics over solutions — trespassing insured operators from public docks and deploying numerous undercover police officers, by-law enforcement, and other extreme measures.

This reactionary approach is undermining public safety, damaging tourism, and pushing the industry into the shadows, where truly unsafe, unregulated rentals will continue to meet demand with zero oversight.

We’re joined by a number of other responsible rental operators across Toronto who are committed to safe, regulated, and community-aligned operations. We are united in asking the City to do better — for the public, for safety, and for the future of the waterfront.

This issue is bigger than just jet ski rentals — it affects:

Public Safety: Banning the good actors allows the bad ones to flourish underground, without insurance, training, or accountability.

Tourism: Jet ski rentals are one of Toronto’s most exciting and sought-after waterfront experiences. Eliminating them sends the wrong message to both visitors and tour operators.
Economic Development: Dozens of small businesses and hundreds of seasonal jobs are at risk. These companies contribute to the local economy and offer entry-level employment for youth.
Community Relations: Many operators work with Toronto Police Marine Unit, Transport Canada, and local residents — even offering free rescues and support to boaters in distress.
Equity & Access: Most waterfront residents — especially those living in condos — don’t have space or means to own a boat. Rentals offer a fair and inclusive way for everyone to enjoy the lake, not just the wealthy few.

What we’re asking for:

We urge the City of Toronto to:

✅ Create a clear licensing and regulatory framework for jet ski and PWC rentals

✅ Require insurance, safety briefings, staff training, and operational compliance

✅ Work collaboratively with responsible operators and the community

✅ Maintain public access to the waterfront for all Torontonians — not just private boat owners

Toronto deserves more than quick political wins and harsh optics. We need real solutions that prioritize safety, tourism, and public access — not policies that make things worse for everyone.
